<br />Article I: <br /> <br />Section 1. <br /> <br />Section 2. <br /> <br />2.1 <br /> <br />2.2 <br /> <br />2.3 <br /> <br />2.4 <br /> <br />JUVENILE CRIME PREVENTION COUNCIL <br /> <br />BYLAWS <br /> <br />NAME AND PURPOSE <br /> <br />Name - The name of this Council shall be the Cabarrus County <br />JCPC (Juvenile Crime Prevention Council). <br /> <br />Purpose - The purpose of this Council shall be to:. <br /> <br />Annual review of the needs of juveniles in the county who are at- <br />risk or who have been adjudicated. Council shall develop a request <br />for proposal process and submit to the County Commissioners a <br />written plan of expenditures. Upon the COlmty's authorization, the <br />plan must be approved by the Department of Juvenile Justice and <br />Delinquency Prevention. . <br /> <br />Assist the county in planning and administering community-based <br />delinquency alternatives to training school and to provide <br />community based delinquency and subst!J!lce abuse prevention <br />strategies and programs. <br /> <br />Ensure that appropriate community based intermediate dispositions <br />for adjudicated juveniles are available, pursuant to minimum <br />standards set by the Department of Juvenile Justice and <br />Delinquency Prevention. <br /> <br />Perform on an ongoing basis: <br />1) Assess needs of juveniles in community, evaluate resources, <br />plan for unmet needs. <br />2) Evaluate performance of juvenile services/programs as a <br />condition of contiriued funding programs. <br />3) Increase public awareness causes of delinquency and prevention <br />efforts. <br />4) Develop intervention strategies and risk assessments for at-risk <br />youth. <br />5) Provide funds for services treatment, counseling, parenting, <br />rehabilitation <br />6) Plan permanent fimding streams for delinquency prevention <br />programs.
