<br />11. Cul-de-sac Length. NCDOT standards for cul-decsac length must be met. No <br />residential street cul-de-sac servina lots of 1 acre or greater in size shall exceed <br />1.000 feet. No residential street cul-de-sac serving lots less than one acre in size <br />shall exceed 600 feet. The District Engineer for NCDOT has the right to vary this <br />standard in conjunction with the Subdivision Administrator. <br /> <br />11. Modify Chapter 4: Required Improvements And Minimum Design <br />Standards, Section 12: Access and Thoroughfare Planning, as <br />follows: <br /> <br />Section 12. Access and thoroughfare planning <br /> <br />All subdivisions or developments shall be subject to the following provisions relating to access to <br />the public road system. <br /> <br />A. Access Management. Direct access to public roads is governed by the <br />classification of that road in the CABARRUS - ROWAN MPO and/or County <br />Thoroughfare Plans such that: <br /> <br />1. No lots may directly access a road classified as a major or <br />minor thoroughfare. These lots must be served by an internal road system <br />or marginal access street. <br /> <br />2. Access shall be limited where lots abut miAer tlgeF6u~l9fare:s <br />afIEi major collector roads. The Planning and Zoning Commission may at <br />their discretion prohibit direct access entirely, or may permit limited access <br />based on analysis by Staff Transportation Planner. <br /> <br />B. Traffic Impact Analysis. <br /> <br />1. Applicability. A traffic imoact. analvsis ITIA) shall be <br />reQuired for anv subdivision estimated to oroduce 2,000 vehicles oer dav or <br />areater durina an averaae weekdav based on a five day national averaQe as <br />defined in the Institute of Transoortation Engineers (ITE) Trio Generation <br />Manual. A lJA mav also be reQuired for orooosed access within 1.000 feet <br />of an interchange. in the vicinity of a high accident location. on a maior <br />arterial roadway. when involvement with an existinQ or prooosed median <br />crossover is necessarv. when the orolect includes hiahwav imorovements <br />that are in the Transoortation Imorovement Program. when involvement <br />with an active roadwav construction oroject is necessarv or at the discretion <br />of the NCDOT District Enaineer. The need for a l1A mav be waived when <br />Cabarrus County and NCDOT aQree a l1A is not needed. In the event a <br />waiver is reQuested, the aoplicant must orovide evidence to show that a <br />waiver is aoorooriate. Waiver reauests shall be handled on a case"bv-case <br />basis. <br /> <br />, <br /> <br />2. Analysis reauired.
