Box 707 <br />Concord, NC 28026-0707 <br /> <br />Dear Commissioner Carpenter: <br /> <br />The 2005 Session of the North Carolina General Assembly has provided direction to the <br />Department of Juvenile Justice and Delinquency Prevention in a number of budgetary <br />matters affecting local government and juvenile justice prevention, intervention and <br />treatment services. <br /> <br />I regret to inform you of the 2.5% reduction in the formula funds for the County Juvenile <br />Crime Prevention Counqil allocations. The JCPC County Allocation Table for 2005-06 is <br />enclosed that identifies qach county allocation and the amount of reduction from the <br />2004-05 funding level. <br /> <br />Please advise your Juvenile Crime Prevention Council to review the current JCPC <br />funding plan and make recommendations to adjust funding levels to match the <br />availability of state funds. Submission of locally approved program agreement revisions <br />must be made to the DJJDP Area Office prior to January I, 2006. <br /> <br />In other action, the Genqral Assembly has provided funding for special provisions to <br />support local programming for two statewide competitive County JCPC initiatives. <br /> <br />. The first is the expansion of the JCPC Demonstration Project to provide services <br />to youth committed to Youth Development Centers (Level III) and youth at risk <br />of commitment (Level II). The Department is currently funding 10 projects <br />covering 45 coupties. The Department is issuing a Request for Proposal with this <br />correspondence ,for additional projects to be funded with $250,000 in annual state <br />program costs for a 17-month period beginning February 2006 as per the attached <br />guidelines.
