<br />-2- <br /> <br />. A second initiative is one time funding in the amount of$2 million for County JCPC <br />efforts for Street Gang Violence Prevention and Intervention Services. Our Department <br />is developing guidelines to implement a competitive application process and a public <br />awareness campaign. You will receive notification soon of the process for participation <br />in this initiative. <br /> <br />As Secretary of the Department, I have the opportunity to communicate with juvenile justice <br />administrators and researchers across the country. I continue to feel great pride in speaking about <br />the excellent partnership between the State and County in our Juvenile Crime Prevention Council <br />operation. North Carolina has developed the partnership and the very excellent planning p;ocess <br />to develop and maintain effective community youth services programs. I am especially proud of <br />our JCPC cooperative efforts in the research project developing a Standardized Program <br />Evaluation Protocol (SPEP) to measure and improve program effectiveness. The implementation <br />of this program evaluation process has created exceptional interest throughout the national <br />juvenile justice community. <br /> <br />I appreciate the efforts of your community, especially the efforts of the Juvenile Crime <br />Prevention Council, and the support of your County Board of Commissioners in providing <br />effective services to local youth.
