Dubois, Deputy County Manager <br /> <br />Subject: Request to allocate the Budget and Organizational Performance Manager Classification <br />to the Pay Plan <br /> <br />The current Budget Officer, Grade 75, position (1710003) has undergone significant change in <br />keeping up with the various changes that the County continues to experience. This position no <br />longer just pulls numbers together by departments, make cuts to meet projected revenues and <br />requests that budgets be approved as presented. This position now develops and analyzes <br />departmental performance measures, objectives and budget requests; conducts management, <br />productivity and operation studies; develops recommendations for improving policies, procedures <br />and methods and systems of operation; and provides statistical analysis of revenue and <br />expenditure trends. <br /> <br />The position also identifies mandated and non-mandated services and generates priorities based <br />on State requirements and community demands. The Board experienced this process first hand in <br />the FY 2006 Budget with the Funding Matrix introduction. A five year fmancial forecast has also <br />been added which enables the Board and County management to get a bird's eye view of the next <br />several years of funding requirements. A new priority for the budget is development of <br />meaningful performance measures and outcomes. <br /> <br />We need to expand our capital improvement projects to keep up with the community needs while <br />keeping the tax rate affordable. We have just begun this process and need to move forward. <br /> <br />The expectations and responsibilities of the Budget position have raised its importance and it <br />needs to be part of the executive management team since resources are required for practically <br />every task the County pursues. The budget officer classification has been modified to reflect these <br />changes in duties, and is now classified as a Budget and Organizational Performance Manager. <br /> <br />Additionally, we recently advertised the Budget Officer position to fill the vacancy left by Ginger <br />Barrett. We received 65 applications with various levels of experience covering many areas. <br />However, only two candidates had experience performing the complete budget process. The <br />requested salaries from these two individuals exceeded the job rate and came close to exceeding <br />the salary pay grade entirely. The starting salary forthe Cabarrus County position is considerably <br />less than that of similar counties.
