SECTION COMPONENT SUMMARY (Attach for each component) Statement of the Problem(s): In concise terminology, describe the juvenile justice problem(s) the program intends to address and how these services meet the needs identified in the JCPC Annual Plan. Many youth involved in DJJ have had some type of substance use/abuse involved in their acting out behavior Currently a significant number of youth go undetected as a result of lack of cohesive screening and assessment (as per reports from DJJ Probation Officers) Assessments will provide an accurate picture of the clients' substance use/abuse issues and needs, and facilitate the linkage of these youth to the needed services in their communicty. Treatment in the community that involves the family is vital for treatment to be most effective, and prevent placement out of the home. Priority Risk Factor(s) Addressed: State how the program will address the priority risk factor(s) identified by the JCPC. The program will be providing timely information concerning needs of the client and the manner in which these needs can be addressed. The services address the pdority risk factors of Family Management problems and community drug .and alcohol use through determining the appropriate course of treatment. Program Goals: State the effect that the program is designed to have on solving the problem(s) described above. 1. Youth referred for the service will receive comprehensive screening and substance abuse evaluations as clinically indicated. 2. DAYMARK staff will be placed at the court house 20 hours per week to insure accessibity of service in a timely manner and increased effective consultation to the court and its representatives 3. Children needing Outpatient Substance Abuse services, SA education and parenting groups, prevention groups, or mental health services be linked to these services in a timely manner. Target Population: Describe the target population and the steps that the program has taken to insure that the target population is served. The target population includes youth ages 7-11 who are exhibiting pre- delinquent, delinquent, and undisciplined behaviors that also have substance abuse issues. Diverted, and DJJ At Risk youth will be considered for services. Services will be authorized through the Juvenile Court Counselors. Communication between the Court Counselor and the Substance Abuse staff will occur regularly on a formal and informal basis. Measurable Objective(s): State in measurable terms the intended effect of the program on specific undisciplined and/or delinquent behaviors. At a minimum, state anticipated reductions in court referrals, runaway behavior, disruptive behavior at school, anticipated improved school attendance and academic achievement. These objectives must include participant outcomes and may include program outcomes. This position will assist in screening all referrals from theDJJ Court Counselors and provide recommendations and referrals for needed SA/MH services. The goal will be to screen all students referred over the 12 month 3eriod of the grant. This position will provide SA assessments for 40 youth during the course of the year, and will provide written recommendations within 21 days of referral.
