F. RECORD AND REPORTS: <br /> <br />1. The County shall reasonably maintain and shall make available to the City at <br />reasonable times and places such records and accounts, including without <br />limitation financial records, as well as any personal property on hand and also <br />any involved personnel, all as deemed reasonably necessary by the City and/or <br />State and Federal agencies in order to assure a proper accounting for all County <br />Project Program funds. <br /> <br />2. The County shall provide any duly authorized City representative, <br />representative of HUD and the Comptroller General of the United States, at all <br />reasonable times, access to and the right to inspect, copy, monitor, and examine <br />all of the books, papers, records, and other documents pertaining to the Program <br />funds and the fulfillment of this Agreement for a period of up to three years <br />following the completion of all close-out procedures respecting Program funds, <br />and the final settlement and conclusion of all issues arising out of the Program <br />loan. <br /> <br />3. The County shall provide sufficient reports to the City that denote <br />accomplishments, beneficiaries, problems encountered and changes in work <br />schedule and any other information needed by the City to complete the <br />Consolidated Annual Performance Evaluation Report and other reports required by <br />HUD. <br /> <br />4. The County shall provide an Annual Audit Report to the City performed in <br />compliance with Office of Management and Budget Circular A-133. <br /> <br />G. FINA/~CIAL ACCOU1T~ING: <br /> <br />1. The County shall establish and maintain fiscal and accounting Program records <br />in accordance with generally accepted accounting principles and practices. <br /> <br />2. The County shall not commingle accounts to an extent that prevents the <br />accounting and auditing of the Program funds provided hereunder: provided, <br />however, the County may supplement the Program funds provided hereunder from <br />other fund sources. <br /> <br />3. Program funds provide hereunder are exclusively for the purposes of this <br />Agreement under the terms and conditions of this Agreement, and the County shall <br />not temporarily or permanently shift such Program funds to other programs or <br />utilize Program funds for other purposes for any reason. <br /> <br />H. RESIDENT ECONOMIC OPPORTUNITY: <br /> <br />1. The County shall take reasonable affirmative action to ensure that residents <br />of the County Project area are given reasonable opportunity for available <br />training, employment and business opportunities. <br /> <br />2. When qualified applicants for Program funds are available, to the extent <br />permitted by law and subject to the reasonable control of the County, preference <br />shall be given to residents of the County Project area in filling all training, <br />business opportunities and jobs generated by the Program even where employment <br />may result outside the geographic boundary of the County Project area. <br /> <br /> <br />
