C. Services for the Blind) I . Further, the Board appointed Susan Caudle <br />[ex-officio (Coltrane Life Center)] and Parvin Thomas [ex-officio (N.C. <br />Mental Health)] to the Transportation Advisory Board for terms ending June <br />30, 2007. <br /> <br />(H-2) <br /> <br />Library Board of Trustees <br /> <br />UPON MOTroN of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board reappointed Barbara Viehmann to <br />represent southern Cabarrus County on the Library Board of Trustees for a <br />term ending July 31, 2007. <br /> <br />(H-3) <br /> <br />Juvenile Crime Prevention Council (Persons Under Age 18) <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board appointed Jeffrey B. Emminger' and <br />Kyla Morris to the Juvenile Crime Prevention Council (JCPC) (Persons Under Age <br />18) as requested by the JCPC nominating committee to complete unexpired terms <br />ending June 30, 2005. ' <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board appointed .Stephan Tomlinson to <br />fill the "Mental Health Director" position that was previously held by <br />Charles Hill on the JCPC. The term of appointment will end June 30, 2005. <br /> <br />(I) <br /> <br />REPORTS <br /> <br />There were no reports. <br /> <br />(J) <br /> <br />GENERAL COMMENTS BY BOARD MEMBERS <br /> <br />Economic Development Corporation <br /> <br />Commissioner Privette questioned <br />Economic Development Corporation (EDC). <br /> <br />the <br /> <br />of <br /> <br />the budget <br /> <br />for. the <br /> <br />status <br /> <br />Mr. Day reported a draft bùdget had been prepa:t'\!d, but it was not <br />complete. The County is currently paying one-twelfth of the annual budgeted <br />amount to EDC on a monthly basis. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner Vice <br />Chairman suggs and unanimously carried, the Board voted to reimburse the <br />Economic Development Corporation monthly for actual expenses, not to exceed <br />the one-twelfth allocation of its annual budgeted amount, beginning October <br />1, 2004, until the EDC adopts .its final budget and a contract is put into <br />place. <br /> <br />Special Spay and Neuter Program <br /> <br />Commissioner Carpenter reported eight local veterinarians had agreed to <br />participate in the Special Spay and Neuter Program. <br /> <br />(x) <br /> <br />WATER &.
