RESOLUTION OF THE KANNAPOLIS CITY BOARD Of EDUCATION

The Kannapolis City Board of Education recognizes and promotes the
importance of adequately funding education, and we acknowledge the efforts of
the Cabarrus County Commissioners to meet the needs of education in our
community. We also acknowledge that Cabarrus County has lost significant
revenue because the State of North Carolina withheld money that was owed to
county and local governments. To the end that education in our county be
adequately funded, the Kannapolis City Board of Education presents the
following resolution to the Cabarrus County Board of Commissioners:

Whereas, the Kannapolis City School System experienced significant budget
cuts from the state during the 2002-2003 fiscal year; and,

Whereas, the Kannapolis City School System has a critical need for adequate
local current expense and capital outlay funding to support the students and
teachers of Kannapolis City Schools; and,

Whereas, meeting the mandates called for by new federal and state legislation
requires increased funding; and,

Whereas, the Kannapolis City Board of Education ultimately wishes to maintain a
quality education for the students of Kannapolis City Schools;

Now, therefore, be it resolved that the Kannapolis City Board of Education
supports the Cabarrus County Commissioners with the difficult task of
determining the best means of funding education, including consideration of the
one-half cent sales tax.

Adopted by the Kannapolis City Board of Education in regular session this
10th day of March, 2003.

~fird~

ne Byerly, Ed.D., ¢~/perint~ent
