RESOLUTION OF SUPPORT FOR THE APPROVAL OF THE ONE-HALF CENT(1/2~ LOCAL <br /> GOVERNMENT SALES AND USE TAX FOR CABARUS COUNTY <br /> <br /> WHEREAS, the State of North Carolina withheld revenues due the Town of Harrisburg <br />in the Fiscal Year 2001-2002 that impacted departmental budgets last year, and <br /> <br /> WHEREAS, the State of North Carolina adopted a budget for Fiscal Year 2002-2003 <br />that totally eliminated the $70,000.00 in reimbursement revenues due the Town of Harrisburg; <br />and <br /> <br /> WHEREAS, the Town of Harrisburg budgets adopted during the past two fiscal years <br />contained a number of cuts because of very conservative revenue projections due to the economic <br />downturn and low investments earnings, and <br /> <br /> WHEREAS, Harrisburg's residential population continues to grow along with <br />the demand for high levels of service with the State of North Carolina estimating that Harrisburg <br />grew by over 1,776 residents in 2001 while larger, urban subdiwstons are being approved outside <br />the Harrisburg's borders and placing additional demands on the Town's infrastructure; and <br /> <br /> WHEREAS, the General Assembly gave North Carolina counties the option of replacing <br />these revenues by adopting a third one-half cent (1/2¢) Local Government Sales and Use Tax <br />authorized by Section 34.14 (a) of Session Law 2001-424 and codified as Article 44 of Chapter <br />105 of the General Statutes of North Carolina; ~ind <br /> <br /> WHEREAS, the delay in adopting this amendment has already resulted in the Town <br />losing at least $30,000.00 in replacement revenues for FY 2002-2003 because deadlines for <br />adopting the additional tax to impact this fiscal year have passed; and <br /> <br /> Wl:IEREAS, the Town of Harrisburg urges the Cabarrus County Board of <br /> Commissioners to adopt the third one-half cent (1/3¢) Local Government Sales and Use Tax to be <br /> effective July 1, 2003 to minimize the loss of revenues needed for County and municipal services <br /> and to meet growth needs. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Town Council of the <br /> Town of Harrisburg, North Carolina supports the adoption of the third one-half cent (1/2) sales <br /> tax within Cabarrus County to become effective on July 2, 2003. <br /> <br /> Adopted by tb.e Town of Harrisburg Council in regular session, 10th day/of 1V~rch, 2003. <br /> <br /> ATTEST: <br />~~ ~, ~"Working Together For A Successful Future" l_,i'nda B.
