B. The Contractor xvill be involved~ in, and shall assist, the CCTS Transportation Planner and Mobility <br /> Management staff in overall syste~a planning efforts. These include developing and promoting nexv services; <br /> exploring alternative funding and c~ntracting methods; budg~ing and capital areas; and public outreach efforts. <br /> <br />C. The Contractor will assist the CC~S Transportation Planner with the preparation of NCDOT and FTA grant <br /> applications (i.e., 5311, ROAP); l~al Agency grant and Award applications; audits and operational planning <br /> requirements (CTSP, CTIP etc.). _~The Contractor shall assist the CCTS Transportation Planner with the <br /> preparation of all progress repons ~equired by the North Carolina Department of Transportation and/or FTA <br /> contracts as well as an)' Count)' .[Mobility Management required data collection deemed necessary for the <br /> Planning and Operation of the ccT~ system. <br /> <br />D. The Contractor's local Project ~anager will participate in Cabarrus County's Emergenc~' Management <br /> operations drills and the CCTS sy~em fleet and Contractor will be a standby resource for Cabarrus Count)' <br /> Emergency Management. Contractor ~vill also coordinate ~vith local law enforcement, Cit)', and Count3' <br /> officials in emergency and/or syste~ planning and development efforts so as to enhance CCTS's position within <br /> the eommunit)'. <br /> <br />Fo <br /> <br />Go <br /> <br />The Contractor shall recruit, hire, train, supervise and manage qualified personnel, including, but not l~iited to <br />drivers, dispatchers, supervisors; a~d a program manager to provide daily transportation services for the CCTS <br />system. The Contractor shall prov'_flt, e employee salaries, ~neluding tenure increases, as specified m ~ts Proposal. <br />Contractor agrees to notify CCTS ih the event Contractor plans to modify its structure of wages and benefits. In <br />the event that Contractor, upon its dwn initiative or at the suggestion of CCTS or upon mandate of federal, state, <br />or local Government, modifies or ~lans to modify its plan of wages and benefits in a significant way, either <br />~y request re-negotiation o~ho-eompensation rates provided in this Contract. <br /> <br />The Contractor will lease a minimam of 23 vehicles for the sum of $1.00 per vehicle per 3'ear. The Contractor <br />warrants that the CCTS vehicles ~I1 be used exclusively for CCTS public transportation services, and not for <br />chatXer work or other uses not approved in advance by CCTS's Transportation Planner and/or Board. <br /> <br />The Contractor shall be responsibl__e for all mechanical and service inspections and repairs of all vehicles as <br />out!ined in the CCTS RFP, in the Contractor's Proposal, and in accordance with all North Carolina DepmXment <br />o~-Transportation vehicle maint~-aance requirements. The Contractor shall schedule regular preventive <br />maintenance and repairs ~vith all hon-wanant)' costs to be paid for by the Contractor. Notwithstanding the <br />above, the Count)' and the ContrSetor shall perform a joint transition fleet inspection prior to Contractor's <br />assumption resulting in the practie~, that the County shall either <br /> (a) provide the fleet in an initi~ condition such that it meets or exceeds the RFP and NC Safety Inspection <br /> requirements, or <br /> (b) (b) negotiate with the inco~hing Contractor to repair the deficiencies identified during the inspection at <br /> the County's expense. <br />A similar joint inspection shall be ~efformed thirty days prior to the end of a contract, and the Contractor shall <br />be given the opportunit)' to repair ~.~imy deficiencies identified on the vehicles at that time. The Count3' reserves <br />the right to xvithhold some or all o~the Contractor's final payment until such time as the vehicles are determined <br />to be in acceptable condition per t~ criteria set forth in the Contxact and RFP and Contractor Proposal or until a <br />suitable amount is negotiated to eo~,~ er an)' needed repairs. <br /> <br /> <br />
