~PON MOTION of Commissioner Privette, seconded by Vice Chairman suggs <br />and unanimously carried, the Board authorized the following revisions to the <br />Cabarrus County Personnel Ordinance as proposed in the Memorandums from Don <br />Cummings, Human Resources Director, and set forth below; and authorized the <br />actions necessary for implementation. <br /> <br />First Memorandum Dated April 11 <br />Sub]eat. Proposed Personnel Ordinance Revisions <br /> <br />As directed, the following changes to the Personnel Ordinance, Article VI, Leaves of Absence, are <br />recommended to i~rplement the Sheriff Department schedule change ~uld provide e~ltable leave <br />accrual A f~w housekeeping changes are included tot correction, clarlflcatl(~l a~ld co~llance <br /> <br />The current Ordinance language is shown with the proposed changes. <br /> <br /> ~RTI~E VI LFJ%V~S OF;%BSENCS <br />Section 1 Holldays <br />The following days and such other days as the Commissioners may designate are holidays with ~ <br />paid leave for employees and officers of the County working the basic work week of forty (¢0~ <br />hours <br /> <br /> New Year's Day Veteran's Day (Nov 11) <br /> Martin Luther King, Jr.'eThanksgiving Day <br /> Birthday Day After Thanksgiving <br /> Good Friday Christmas -- Two -~ workdays <br /> Memorial Day -when Christmas falls on Friday, Saturday, Sunday or Monday (The <br /> Independence Day County will observe the State Christmas Schedule),- <br /> Labor Day -when Christmas falls on Tuesday, Wednesday or Thursday (The <br /> County will observe Christ,s Eve Day and Cbrlstmas Day) <br />When a holiday other than Christmas Day falls on a Saturday Or Sunday. the County shall observe <br />the same day /~e--the State of North Carolina observes far the hollday =n ~acntlcn If a holiday ae <br />designated by thc County ~arc=r=clthis Ordinance falls on a day other than Monday and is <br />designated nationally to be observed on a Monday, then the County policy is amended to observe <br />that holiday on a--the designated Monday. <br /> <br />Employees assigned to Emergency Medical Services with a schedule of on duty twenty-four (24) <br />hours and off duty forty-eight (48) hours shall have cna k~drc~ t~c!vc ~I12)123 hours off per <br />year in lleu of the reeler holidays. Law enforcement officers working a 12 hour shlft schedule <br />shall have 92 hours off per year an lleu of the regular holidays <br /> <br />Holiday leave credited to full tame, part time, and temporary =_n~ raga!ar part tlmc employees <br /> <br />Employees may wish to be away from work on certain day for rellglons observances Department <br />heads should attempt to arrange the work schedule so that an employee ~y be granted azlnual leave <br />if it is requested because the day is a major religious observance for that employee. ;%nnual <br />leave should be denied only when it would create an emergency cond~tlon whlch ca~lnot be prevented <br />in any other manner. <br /> <br />Section 2 Effect Of Work on Holidays or Unscheduled Workdays on Other Types of Paid Leav~ <br />Regular holidays or unscheduled workdays which occur during an annual, sick or other paid leave <br />period of any officer or employee of the Co%mty shall not be charged as annual, sick or other <br />leave <br /> <br />Section 3. Holiday - When Work Required <br />Except for Emergency Medical Servlces and law enforcement personnel, employees who are regnlred <br />to perform work on regularly scheduled holidays shall he granted compensatory time off in <br />accordance with the Wage and Hour Policy ae contained in Appendix C. <br /> <br />Section 4. ~x~ual Leave <br />All regnlar and probationary e~loyees who are scheduled to work at least 1.000 hours durln~ the <br />calendar year shall receive annual leave in accordance with this policy ;ulnual leave may be used <br />at the employee's discretion w~th the appr(;val of the employee's supervisor <br /> <br />Section 5 Annual Leave - Probationary Employees <br />An employee eervln9 a probationary perzod follow~n9 initial appointment may accumulate annual <br />leave and shall be permitted to use such leave with prior a~proval of his or her supervisor <br /> <br />Section 6 ~u~ual Leave - Manner of Accumulation <br />The anniversary date of employment shall be used for determining earned annual leave.
