20. Finance Officer (County/City/Town) <br /> <br /> a. Provide finance and accounting support to county agencies during <br />emergency operations. Facilitate the acquisition of resources for emergency purposes. <br />Develop procedures for the timely procurement and delivery of essential resources and <br />supplies. <br /> <br /> b. Develop financial accounting record procedures for all county/city/town <br />agencies to report emergency expenses. Maintain a separate account for emergency- <br />related expenditures and expenses. All emergency response agencies will document all <br />costs incurred during emergency operations. <br /> <br /> c. Prepare public assistance requests for Cabarrus County government. <br />Monitor progress through the State and Federal system to completion. <br /> <br /> 21. Damage Assessment Officer (Tax Assessor, Lead Building Inspector) <br /> <br /> a. Develop organization and procedures for damage assessment, reporting, <br />and accounting. Review and update these procedures annually. <br /> <br /> b. Train personnel to conduct damage assessment within appropriate <br />jurisdictions. <br /> <br /> c. Report to the Emergency Operations Center upon activation to coordinate <br />use of damage assessment teams. Deploy these teams when directed by the Emergency <br />Management Coordinator. <br /> <br /> d. Compile incoming damage reports from all sources in the field. The EOC <br />staff will transmit these reports to the Western Branch Office of the State Emergency <br />Management Division. <br /> <br /> e. Advise the Emergency Management Coordinator and other representatives <br />on prioritizing repairs and restoration of vital government facilities during recovery <br />operations. <br /> <br /> 22. Superintendent, Cabarrus County Schools <br /> <br /> a. Develop notification/warning and school evacuation procedures for <br />emergency situations. Identify protected areas in each school to be used as shelters if <br />time does not permit evacuation of school population. <br /> <br /> b. Provide resources from the county school system to support emergency <br />response operations. The school system will: <br /> <br /> (1) Provide support personnel (school custodians, cafeteria staff, <br />counselors) as available to assist response and recovery operations. <br /> <br />EOP/BASIC PLAN <br /> <br />22 January2003 <br /> <br /> <br />
