5. Resource Acquisition. The planning committee will develop the basic <br />equipment list and make recommendations on the basic types of equipment that the team <br />should use. Each agency, coordinating with its government leaders, will determine what <br />required equipment can be purchased each fiscal year. <br /> <br />f. Command and Control. <br /> <br /> 1. The operations of the team will be controlled using the Incident Command <br />System. As the event is considered a terrorist.incident, the senior leader of the Law <br />Enforcement Group will conduct initial conunand and control of the SHRT response and <br />will report to the incident commander on the scene. If the situation later requires HazMat <br />or Medic to take command, the senior member of that group will assume command and <br />control of the team. <br /> <br /> 2. Transfer of overall command of the incident to higher authority will occur <br />when that authority is prepared to assume control. Acts of domestic terrorism are <br />normally investigated by the Federal Bureau of Investigation, and this agency may <br />assume command of any response to such an event.. The SHRT will continue response <br />operations until the team is no longer required or is relieved by the overall incident <br />commander. All local assets will be used to support FBI operations as needed. <br /> <br />g. Team Administration <br /> <br /> 1. An executive committee formed by the-Fire and Police pepam~a~ ent chiefs, <br />Connty Sheriff, and EMS Director. This committee will o~erse_e.the developmerit;and <br />trhining of the team and monitor the efforts,of the Planning Committee:.The Eke~cutive <br />Committee will have final approval of the'recommendati0ns of Pl~anning committee. <br />The Executive Committee Will determine the team coordinator and how ]6ng that <br />individual will occupy that position. ,- <br /> <br /> 2. Those agencies participating in the SHRT will place one management-level <br />individual on the SHRT Planning Committee. This committee will oversee the <br />development of the team and recommend acquisition of required equipment. The <br />committee will work with the Team Coordinator on the training plan for the team. <br /> <br /> 3.
