Other Direct Costs and Equipment

The direct and equipment costs were calculated using the current budgeted amounts and then
using the amounts attributable to the CAP and Home Care Staff over a 14-month period. An
additional $115 was added to the printing line item as it will cost $115 to print 15 policy
manuals. The line item for advertisement was derived from the costs it will take to
adequately promote the program in the Cabarrus County area. It will cost $400 to produce
1000 glossy, color brochures and $1993 to advertise in the three local papers, the
"Independent Tribune" ($1184), the Cabarrus Neighbors section of the "Charlotte Observer"
($415), and the "Cabarrus/Rowan Market Place" ($394). The "Independent Tribune" is the
primary newspaper in the area. The "Cabarms/Rowan Market Place" has a circulation of
48,000 persons.

Subcontractors

Good Health Services (GHS) will be the subcontractor involved. We currently pay them $.10.60
per hour for each in-home aide provided. GHS will provide orientation and training, crimi~a}
records checks, as well as TB and Hepatitis tests. The figures are based on serving 23 persons
during the project period, which are approximately 12.5% of the current active cases. Criminal
record checks are $15, TB tests are $18, and Hepatitis B vaccines are $75. We estimate that 33%
of the attendant(s)/aide(s) hired may require a Hepatitis B vaccine and 75% of the
attendant(s)/aide(s) hired may require a TB test. We will strongly suggest to the consumers that
criminal record checks be completed on 100% of the attendant(s)/aide(s) hired.

Attendant(s)/Aide(s)

The wages for the attendant(s)/aide(s) will have an approximate range of $~5.15 per hour up to
$9.00 per hour. The consumers will be given the range and they will decide the salaries of the
attendant(s)/aide(s).

13. EVALUATION

Cabarrus County DSS will do the following to assist the CDS project in the following areas:
a. Determining consumer and worker satisfaction: The CAP supervisor will do quarterly
consumer and aide/attendant satisfaction surveys to determine if the program is meeting
the needs of both. Also, the supervisor will make random contacts with CDS consumers
to determine if they are satisfied and if they feel this system is meeting their need.
Although random, as far as when is concerned, every CDS consumer will have a contact
from the supervisor during the first 6 months of operation.
b. Capturing demographic information on those consumers involved in the pilot
project: The demographic information on CDS consumers will be captured through
assessment in the same manner that it is through the CAP/DA program.

12
