TIE UTILITY PLANS WITH GROWTH PLANS <br /> <br />1. Land Use Plans. Staffpresently uses the 50-year WSACC Facility Plan during reviews of proposed <br /> development projects as well as during the development of Land Use Plans. <br />2. Adequate Public Facility Ordinance. The APFO can be used as a tool to tune growth with the <br /> availability of utility infrastructure. The APFO is located in the Subdivision Ordinance, Section 66-81. <br /> <br />SCHOOLS <br /> <br />SIZE OF SCHOOLS <br /> <br />1. School Boards. The School Boards for the Kannapolis and County school systems are responsible for <br /> the design and construction of school facilities. <br />2. Board of Commissioners. The County Commission is responsible for funding school facilities. <br /> <br />OLD VERSUS NEW SCHOOLS <br /> <br />1. School Boards. The School Boards for the Kannapolis and County school systems are responsible for <br /> the design and construction of school facilities. <br />2. Board of Commissioners. The County Commission is responsible for funding school facilities. <br /> <br />RATE OF CONSTRUCTION <br /> <br />1. School Planning. County staff works with both school systems on the need for and location of new <br /> school facilities. See tab number 10 in your Planning, Environment & Transportation workbook for <br /> details. <br />2. Population Projections. Planning Services is responsible for developing population projections and <br /> estimates for the County. <br />3. Land Use Plans. Area Plans include and examination of public facility needs and makes <br /> recommendations on their location based on growth patterns in the study area. See tab number 13 in <br /> your Planning, Environment & Transportation workbook for details. <br />4. Adequate Public Facility Ordinance. The Adequate Public Facility Ordinance can be used to address <br /> school overcrowding issues by limiting new growth to a rate that can be sustained by current and <br /> planned school facility capacity. The APFO is located in the Subdivision Ordinance, Section 66-81. <br /> <br />LIMITATION ON NUMBER OF BUILDING PERMITS PER YEAR <br /> <br />Alternative Revenue Sources Task Force Report. In January 1997 the Planning Services Department <br />developed a report to address fimdmg of school facilitaes. One of the items examined in that report <br />was the idea of limiting the number of building permits per year. Copies of the report are available in <br />the Planning Services office. <br /> <br />FUNDING FOR COMMUNITY COLLEGES (RCCC) <br /> <br />1. Board of Commissioners. The County Commission provides funding for RCCC. <br /> <br />FINANCING GROWTH <br /> <br />Alternative Revenue Sources Task Force Report. In January 1997 the Planning Services Department <br />developed a report to address funding of school facilities.
