The goals of the CJPP (Criminal Justice Partnership Program) are to reduce recidivism, reduce <br />the number of probation revocations, reduce alcoholism and other drug dependencies among <br />offenders, and reduce the cost of incarceration. <br /> <br />The provider for CJPP in Cabarrus County, CARE (Carolina Addiction and Recovery <br />Environment), provides intensive outpatient substance abuse therapy and regular outpatient <br />therapy to intermediate-sentenced offenders only. The program is used primarily for offenders <br />convicted of drug offenses or where drugs were the primary motivators in committing the <br />offense. The program can last from 16 weeks (regular outpatient) to 9 months (intensive <br />outpatient) depending on the offender's progress. There is no cost to the offender and an <br />intermediate sanction must be imposed (i.e., special probation, EHA, Intensive, IMPACT). <br /> <br />One hundred percent of all referrals to the CJPP in Cabarrus County during FY 2002-2003 came <br />from the courts. A total of 111 offenders were provided services. In the <br />period of uncertainty when we did not know whether or not this program would be funded, <br />Debra Knox of CARE continued to provide services to offenders without the guarantee of <br />payment by the state and county. She continued services to these offenders because some were <br />in mid-treatment and their recovery could be in danger if she discontinued services to this <br />population due to the lack of funds. This is truly a dedicated professional who believes in the <br />spirit and integrity of her program. <br /> <br />18 <br /> <br /> <br />
