February 25, 2002 Page 290

Mr. Clifton discussed the use of the Expo facilities by community and
non-profit organizations. He stated the County would encourage community use
of the facilities, but .charges would have to cover the cost of turning the
lights on, clean-up, etc. He discussed the need for the Cou_~ty to sL~bsidize
the operation each time there is a non-profit use thac does not follow the
same compensation- schedule as other users. If there is a conflict between
revenue-producing and non-profit uses and contracts have not been signed, Mr.
Clifton stated the revenue-producing event would take priority.

Mr. Chappuis reviewed a proposed Parking Revenue Proposal.

U~ON MOTION of Co~vnissioner Feru~el, seconded by Vice Chairman Carruth
and unanimously carried, the Board approved the proposed Rental Rates and
Parking Revenue Proposal for the Expo as presented by Mr. Chappuis.

PROPOSED RENTAL RATES

~rena (ticketed) $1,750.00

;%rena (non-ticketed) $3,000.00
Multi-day Rate $2,250.00
Events Center
Hall I 81,750.00
Hall II $1,500.00
Hall I & II $2,925.00

Gold Hall
A $1,250.00
B S 700.00
A & B $1,675.00

Cabarrus Rooms $ 600.00
Cabarrus Room A $ 350.00
Cabarrus Room B $ 175.00
Cabarrus Room C $ 175.00

or 10% of gross ticket sales
with cap of $6500

Manager may offer discounts where good business sense dictates (i.e. multiple
rentals during non-prime days and hours).

Parking Revenue Proposal

In most successful facilities, parking revenue is a significant percentage of
the total revenue generated annually. It is for this reason that a well
thought out plan be implemented that is applied consistently over a wide
.variety of scenarios. Properly planned, parking fees will help insure a
constant source of revenue.

The parking fee for all "major" entertainment shall be $3.00 per vehicle. An
alternative option would he co charge $1.00 per person added ko the ticket
price. The second option would lower your labor expense and possibly
slightly reduce revenue. Current nu~ers indicate about 2.5 people per car
come to these events hut it varies depending on the ~ype of show.

For civic functions, banquets, flat shows, and consumer shows the parking fee
is suggested at $2.00 per car. we could do 75¢ per paid adult and 50¢ per
paid child. This option enables the promoter =o include it in his/her ticket
price.

When you have concurrent shows the higher parking fee would apply to all
vehicles entering the lo~ or the attendant would have to determine from the
patron what event they are attending.

For conventions and other events requiring multiple "in and outs", the fee
would be negotiated say $10.00 for a weekend pass.

For banquet functions we should offer the host to buy the parking for 50¢ per
person attending.

De~ending on the total gross revenue potential of an event, the facility
general manager may adjust parking fees with the County Manager's approval.
