'3. <br /> <br />parficipants. The PREVENTS program is an acronym for provision of Rapid Education, <br />Values, and Employment Needed to Transition to Self-sufficiency. Because of its unique <br />role in the process of getting adults from a difficult economic situation to a stable job, it <br />will employ some criteria and assessments of its own prior to enrollment in the WIA <br />assessment process. Staff at the JobLink Career Center and Cabarrus County DSS will <br />have a list of criteria that should alert them that a customer may be a potential candidate <br />for the PREVENTS program. They will be trained by the PREVENTS worker and <br />supervisory staff at Cabarrus DSS. Once someone has been identified by staff at JobLink ' <br />or DSS, the PREVENTS worker will meet with this potential customer to do a pre- <br />assessment and determine through this assessment whether they are appropriate for the <br />PREVENTS program. If determined appropriate they are assessed for WIA eligibility <br />through. JobLink staff. (Pre-Screening Criteria and PREVENTS Pre-Assessment are <br />attached) <br /> <br />Describe how the provider of Adult/Dislocated Worker services will deliver non-duplicative core <br />services. The PREVENTS worker will be the counselor and guide to navigate the customer <br />through the core services available at the JobLink Career Center and at other service <br />provider locations. This will involve the PREVENTS worker working closely with 'the <br />customer, and in many cases staying with them to ensure that they follow through and <br />benefit from the core services at all providers. Because of the intensive work, the number <br />of cases worked with will remain relatively small, but the intensity of support by the <br />PREVENTS worker should lend itself to a high job placement and retention rate. <br /> <br />Descdbe the process for referring individuals to the appropriate agency for those services not <br />available at the JobLink Career Center. The PREVENTS Worker will have, as a part 'of their <br />job training, working relationships and a thorough knowledge of services available at <br />locations other than the JobLink Career Center. Through their contacts, they will be able <br />to refer the customer to the services that they deem necessary to help in getting the <br />customer out of their situation and into a stable job. <br /> <br />C. INTENSIVE SERVICES <br /> <br />Describe how eligibility for intensive services for Adults/Dislocated Wo'rkers will be determined at <br />the JobLink Career Center. Eligibility will be determined through the Eligibility and <br />Objective Assessment process at the JobLink Career Center. This will occur after the <br />PREVENTS worker as determined that the customer they have pre-assessed is appropriate <br />for the PREVENTS program.. <br /> <br />Describe how an employed individual's eligibility to receive intenSive services will be determined <br />at the JobLink Career Center. In some cases, employed individuals, due to their personal <br />situation, will be pre-assessed by the PREVENTS worker and determined appropriate for <br />the PREVENTS program. Their eligibility will be determined' at the JobLink Career Center <br />through their standard process. <br /> <br />Describe how priority consideration for intensive and training services will initially be provided to <br />/ow income individuals and public assistance recipients, and veterans. Due to the pre- <br />assessment for PREVENTS, it is highly probable that most customers determined in need <br />of PREVENTS will be those who fall in the category of Iow income or public assistance <br />recipients. A question on the pre-assessment will relate to veteran status, which is a <br />consideration. Priority will be given to each of these categories over already employed <br />customers. <br /> <br />4. Describe how intensive services for Adults/Dislocated Workers will be delivered at the JobLink <br /> Career Center.
