PARTICIPANT SERVICES <br /> <br />Case Management: Case Management is a client-centered approach in the deliverY of services, <br />designed to prepare and coordinate comprehensive individual service strategies for participants to ensure <br />access to necessarY workforce investment activities and supportive services, and to provide job and <br />career counseling during program participant and after placement. <br /> <br />Case management involves the following services, as well as maintaining, case files on each youth who <br />is enrolled and compiling all data regarding participants, activities and follow-up for entrY into the State <br />Management Information System. Case files must include the application, eligibility determination and <br />verification, assessment results, the Individual Service Strategy, and status changes for enrollment, <br />activity'changes, termination, and follow-up. All WIA forms will be provided by the WDB. <br /> <br />Bo <br /> <br />Outreach and Recruitment <br /> <br />The service provider will be responsible for recruiting and identifying those persons who are <br />potentially eligible for WIA services. WIA service providers are expected to coordinate outreach <br />efforts and disseminate information on program services with local JobLink Career Centers to make <br />all efforts to inform potential clients and the business community of the services available through <br />their agency. Special efforts shall be made to recruit adults and dislocated workers. <br /> <br />Intake and Eligibility Determination/Verification <br /> <br />Prior to enrollment, all applicants must be certified as eligible to receive WIA services by authorized <br />intake personnel in accordance with the Division of Employment and Training's (DET) <br />"WORKFORCE PLUS USERS GUIDE". The service provider is responsible for reviewing each <br />client's WIA application to ensure that services are provided only to applicants who have been <br />determined eligible for the appropriate title. The service provider shall follow the verification guidance <br />provided in the Division of Employment and Training's "WORKFORCE PLUS USERS GUIDE". <br />These verification documents must be secured in the participant's permanent file and will be subject <br />for review by the Centralina LA. <br /> <br />In the event that ineligible participants/enrollees are identified, the program operator is responsible for <br />immediately notifying the WDB. In compliance With the regulations, appropriate steps must be taken <br />to immediately terminate the ineligible participant/enrollee from the program. <br /> <br />C. Objective Assessment <br /> <br />WIA service providers will be required to conduct an objective assessment for each eligible <br />participant. The assessment provides the necessarY foundation for the WIA service provider in <br />partnership with the participant, to establish a service strategy that addresses their academic and <br />vocational potential ultimately leading to employment. The assessment consists of a review of the <br />participant's academic levels, skills, levels, and services needs to include: <br /> <br />· family situation <br />· work historY <br />· education <br />· basic skills <br />· occupational skills <br />· motivation <br /> <br />· interest and aptitudes <br /> (including interests and <br /> aptitudes for non- <br /> traditional occupations) <br />· attitudes toward work <br />· supportive services needs, <br /> and developmental needs <br /> <br />· prior work experience <br />· employability <br />· financial resources and needs <br />· personal employment information as it . <br /> relates to the local labor market. <br /> <br />D. DeveloPment of Individualized Service Strategy <br /> <br />WIA service providers will be required to develop an Individual Service Strategy (ISS) for each eligible <br />participant that meets the WIA requirements.
