Exceptions may be made if <br />the JobLink Career Center or WlA youth service provider determines that it is appropriate to use a <br />recent ISS that was developed under another education or training program. <br /> <br />The ISS. contains education and employment goals (including, in appropriate circumstances, non- <br />traditional employment), associated achievement objectives, including competency levels to be <br />attained by participants as a result of program participation, time frames for achievement of <br />objectives, appropriate services for participants, documentation that the participant was told of the <br />requirements for self-sufficiency and the occupational demands within the labor market. <br /> <br />A periodic review of the ISS will be made to evaluate the progress of each participant in meeting the <br />objectives of the service strategy. The participant's progress in acquiring basic skills and <br />occupational skills as appropriate, and the adequacy of the supportive services provided will also be <br />included in the periodic evaluation. The ISS will be used as the basic instrument for the LA to <br />document the appropriateness of the decisions made .concerning the combination of services for the <br />participant, including referrals to other programs for specified activities. <br /> <br />Training provided should be in accordance with the ISS. The ISS is an informal "contract" between <br />the WlA service provider and the client. The proposed contractor must assist the client in attaining <br />the goals set forth in the ISS. <br /> <br />Participants should be contacted, at a minimum, every thirty days for the purpose of'evaluating <br />progress in achieving basic and occupation skills competencies and for reviewing the need for <br />supportive services. <br /> <br /> Because WIA resources are generally insufficient to provide the full range of training or <br /> · suppo~serv_icesJdenfified.~s needed_in_the ISS,_e_ve~ ~easonable_affort. musL_be made_to_ __ <br /> arrange basic and occupational skills training as well as supportive services through other <br /> commUnity resources for participants. WIA service providers shall utilize the ISS document <br /> provided by the LA. <br /> <br />E. Selection and Referral <br /> <br />If a participant is determined through objective assessment and the ISS to be better served by <br />another program other than one under Title I, the participant will be referred to the appropriate <br />program and the referral will be documented in the ISS. If there is a continuing relationship with an <br />individual, referral to another program for specific services will be part of the participant's program <br />participation and will be documented in the ISS. WlA service providers are responsible for providing <br />information regarding appropriate services and making necessary arrangements for individuals to be <br />referred for those services. · The service provider will document the referral in the participant's ISS. <br />The service provider will track all referrals to non-WlA services for eligible applicants, participants and <br />enrollees. <br /> <br />F. Remediation Requirements <br /> <br />All WIA enrolled participants who are dropouts and/or identified as basic skills deficient must receive <br />some type of basic skills training (either WIA funded or otherwise) which is, under ideal <br />circumstances, integrated with occupational skills training and taught in a functionally applied context <br />related to the occupation in which training is occurring. <br /> <br />G. OrientatiOn <br /> <br />The service provider will provide orientation to all WIA participants.
