Bo <br /> <br />Ho <br /> <br />The Contractor will be involved in, and shall assist, the CCTS Transportation Planner and mobility management <br />staff in overall system planning efforts. These include developing and promoting new services; exploring <br />alternative finding and contracting methods; budgeting and capital areas; and public outreach efforts. <br /> <br />The Contractor will assist the CCTS Transportation Planner with the preparation of NCDOT and FTA grant <br />applications (i.e., CTP, ROAP) and operational planning requirements (CTSP, etc.). The Contractor shall assist <br />the CCTS Transportation Planner with the preparation of all progress reports required by the North Carolina <br />Department of Transportation and/or FTA contracts. <br /> <br />The Contractor's local Project Manager will participate in Cabarrus County's Emergency Management <br />operations drills and the CCTS system fleet will be a standby resource incase of Emergency Management crisis. <br />Contractor will also coordinate with local law enforcement, City, and County officials in emergency and/or <br />system planning and development efforts so as to enhance CCTS's position within the community. <br /> <br />The Contractor shall recruit, hire, train, supervise and manage qualified personnel, including, but not limited to <br />drivers, dispatchers, supervisors; and a program manager to provide daily transportation services for the CCTS <br />system. The Contractor shall provide employee salaries, including tenure increases, as specified in its Proposal. <br />Contractor agrees to notify CCTS in the event Contractor plans to modify its structure of wages and benefits. In <br />the event that Contractor, upon its own initiative or at the suggestion of CCTS or upon mandate of federal, state, <br />or local Government, modifies or plans to modify its plan of wages and benefits in a significant way, either <br />party may request re-negotiation of the compensation rates provided in this Contract. <br /> <br />The Contractor will lease a minimum of 22 vehicles for the sum of $1.00 per vehicle per year. The Contractor <br />warrants that the CCTS vehicles will be used exclusively for CCTS public trarisportation services, and not for <br />charter work or other uses not approved in advance by CCTS's. Transportation Planner and/or Board. <br /> <br />The Contractor shall be responsible for all mechanical and service inspections and repairs of all vehicles as <br />outlined in the CCTS RFP, in the Contractor's Proposal, and in accordance with all North Carolina Department <br />of Transportation' vehicle maintenance requirements. The Contractor shall schedule regular preventive <br />maintenance and repairs with all non-warranty costs to be paid for by the Contractor. Notwithstanding the <br />above, the County and the Contractor shall perform a joint transition fleet inspection prior to Contractor's <br />assumption resulting in the practice that the County shall either <br /> (a) provide the fleet in an initial condition such that it meets or exceeds the RFP and NC Safety Inspection <br /> requirements, or <br /> (b) (b) negotiate with the incoming Contractor to repiir the deficiencies identified during the inspection at <br /> the County's expense. <br />A similar joint inspection shall be performed thirty days prior to the end of the contract, and the Contractor <br />shall be given the opportunity to repair any deficiencies identified on the vehicles at that time. The County <br />reserves the right to withhold some or all of the Contractor's final payment until such time as the vehicles are <br />returned in acceptable condition, or until a suitable amount is negotiated to cover any needed repairs. <br /> <br />The County will provide .fuel for the CCTS vehicles to the Contractor through County fueling designated <br />facilities. The Contractor shall reimburse the County for its direct vendor billed fuel costs. Fuel adjustments <br />shall be added or subtracted from the Contractor's unit rate as identified in the CCTS Request for Proposals, <br />Page 14. <br /> <br /> <br />
