Article m. <br /> <br />'Membership <br /> <br />Section <br /> <br />The membership of the BOard of the Council, shall number no more than <br />24 members. The membership shaH be divisible by three, one-third (1/3) <br />of all seats shall be allotted to public officials, at least one third of all seats <br />shah be allotted to representatives of the poor, and the remaining <br />one-third of all seats shall be allotted to the private sector.' <br /> <br />A_ Public Sector:. <br /> 1. Exactly one-third (1/3) of the total membership of the Board <br />shah be comprised of public officials, the officials are described as duty <br />elected members of the counties the Council serves. The elected official <br />may serve or they may appoint a representative to serve from the position <br />in which be/she is elected. Every effort shah be made to include <br />representation for the public official with responsibilities for programs <br />that are directly involved in antipoverty efforts, such as, public school,~ <br />welfare, health, housing, urban renewal, and employment, service <br />officials. <br /> 2. The teaza.. "public officials"' includes those employees of <br />agencies' and members of Boards established under state or local laws, <br />who have 'the responsibility and authority to-decide and carry out the <br />policies, of these agencies and/or Board. <br /> 3. 'The Board members who represent the public sector shah be <br />designated by the governing' officials (county commissioners) to serve on <br />the Salisbury-Rowan Community Service Council. 'The governing officials <br />shall dete,z.,.ine jointly which public official will be on the Board. <br /> 4. A public official who has been designated for membership on <br />the Board may decide to appoint a permanent representative to serve on <br />the Board in their behalf, in which ease he/she shall notify the Chaiz-man <br />of the board in writing of the name of the person who ,will be representing <br />the public official. The governing officials may allot a certain number of <br />the total seats to which they are entitled 'to officials of an independent <br />public agency which he/she represents. <br /> 5. If the chief elected public officials are currently unavailable or <br />unwillirgg to serve, a reasonable number of positions on the Board may be <br />t~lLled with appointed public officials. <br /> <br />2 <br /> <br /> <br />
