representatives shall serve in accordance with the term limitations and guidelines as set forth in these By-laws. Section 3. ][1. Low Income Sector:- a. At least one-third of the total membership of the Board of Directors shah consist of persons chosen in accordance 'with the democratic selection procedures adequate to assure that they are representative of the 'pOOr in the area served by this agency. They do not have to be poor themselves, but, the Selection procedure shall be conducted in a manner that will assure that they represent the poor. Representatives of the poor shall be elected from various neighborhoods or target areas of the service b. The membership committee shall haVe the responsibility 'of overseeing the selection procedures for ~ the vacancies in this sector. Their duties .shall include, but not limited to the selection of time, d~tes and places for selection of these members, review and certify that the' names meet the tp,~lifieations and inform the Board of Directors of the results. · Section 4. III: Private Sector:. One-ttxird of the Board of I)ireetors shall be offleials or members' of business, industry, labor, religious, welfare, education or other major groups of interest in the community served by this corporation. These groups of interests shall be selected by the membership of the governing Board or by the executive committee. The selection shall be in such a manner as to ensure that the Board is continuing an effective mechanism for securing broad community involvement. a. The Head Start Policy Council: As the grantee agency for the Head Start Program and in accordance with the 1998 Head Start Performanec Standards, this agency shall have the Head Start Policy Council Chaiz~uan serve as a voting member on the Board of Directors.
