develop alternative funding sources to ensure worlcl-class school systems in the Cabarrus community. <br />maintain a world-class library system for use by all students and citizens. <br /> <br />(County Commission) <br />Efforts in this area depend upon the County Commission's desire to expand revenue <br />options, and willingness of the North Carolina Legislature to delegate the authority. <br /> <br />The County Commission does an "Adequate Public Facilities" review on new residential <br />construction (outside Concord and Kannapolis). That effort should include areas within <br />municipalities. The APFO produces financial and land contributions toward new school <br />facilities. <br /> <br />(County Commission and County Library System) <br />There are four (4) active branches in the countywide library system. Partnerships to <br />expand the availability of library services and available services at each branch are <br />ongoing. Changes to the traditional role of libraries will make future efforts less <br />structural (facilities) and more consumer oriented. Partnerships with nOn-profit <br />organizations, businesses, industries, and other public agencies will expand accessibility <br />of services to broader population groups. <br /> <br />Discussions on how to take advantage of the school library facilities by allowing greater <br />public access and use need to occur between school systems and the county's library <br />system. <br /> <br />Expansion of existing and construction of new library facilities is a funding issue for the <br />County Commission. <br /> <br />NOTATION: EDUCATION OVERVIEW: <br />Financially, the county is committed to education at a significant level. In FY02, the <br />county budget provided $43,840,857 in local expenditures for education. If applied as a <br />percentage of projected property tax revenues, education expenditures accounted for <br />71.7% of expected taxes to be generated. <br /> <br />II. ECONOMIC DEVELOPMENT <br /> <br />1. Create a proactive Economic Development Marketing, Prog,ram that focuses on high paying, jobs with <br /> the following components: <br /> · Strengthen Private Sector Involvement in Economic Development <br /> · Competitive incentives program for new high paying jobs provided for companies with aproven <br />record of community service and meeting, environmental standards. <br /> · Work inpartnership with city, county, state and federal g,overnments to crate a customer-friendly <br />community. <br /> · prepare statement of impact on infrastructure for any new jobs created <br /> <br />4 <br /> <br /> <br />
