THE STONEWAI,L JACKSON COMMUNITY
ADVISORY COUNCIL
281 EASTOVER DRIVE, S.E.
CONCORD, NORTH CAROLINA 28025

Sannary 3, 2001

Secretary George Sweat
Department of Juvenile Justice & Delinquency Prevention
1801 Mail Service Center
Raleigh, North Carolina 27699-1801

Dear Secretary Sweat:

As you are already aware, almost four years ago, the Department of Health and
Human Services began developing a master plan for the Stonewall Jackson Youth
Academy. During that process; the Stonewall Jackson Community Advisory Council
advised D.H.H.S. that a key part of the long te~-m vision should include a plan that would
preserve an aspect of the historical campus but also permit the removal of dilapidated
structures wilh~n the functional campus of the school. In 1998, a plan was developed
which would petndt the removal of a number of the non-functioning buildings from
inside the perimeter of the fence at the school, while offering approximately 14 acres of
the historic campus for sale and development under the auspices of Preservation North
Carolina. This property was listed instate and national publications in the spring of 1998.

In September of 2000, the Community Advisory council was made aware of an offer
on the property of $200,000 by Gould & Associates to the Department of Juvenile Justice
& Delinquency Prevention. Under this proposal, the property would be developed in
stages for commercial usage. The property would also be developed under the close
supervision of Preservation North Carolina in order that its historical value to our
community and state may be maintained.

The Community Advisory Council has carefully reviewed the proposal and bid.
After careful consideration of the advantages and disadvantages of ihe proposal at our
December meeting, the Stonewall Jackson Community Advisory Council unanimously
voted to recommend that the Department of Juvenile Justice & Delinquency Prevention
and the North Carolina State Property Office accept the Gould & Associates bid of
$200,000.00 for the property. Although this mount is not the $500,000.00 we were
hoping for, there are a number of good reasons to accept this offer. These reasons are as
follows:
