THI~ FERGtlSON GROUP- Base Closures The Ferguson Group worked with McClellan Air Force Base to secure commitments from the Clinton Administration for vital assistance and funding for reuse and revitalization efforts. We also provided support to the Sacramento community in its efforts to reuse this closing facility. In addition, we .prepared and organized the Northern California congressional · delegation correspondence regarding the Army'~s efforts to .move ground communications and eleetroniesworldoad from McClellan to Pennsylvania. Prepared memoranda for congressional delegation and County staff and pursued project funding for McClellan projects. 'The Ferguson Group also represented New Hamilton Partners in initiating and finalizing transfer for more than 110 acres of land at Hamilton Air Force Base. We also negOtiated with the General Services Administration for the transfer of acreage to the City of Novato. With regard to Travis Air Force Base, we assisted the City cf Fairfield in developing a general plan amendment to ensure growth would not negatively impact the Travis facility. On tho Tustin Marine Corps Base~ and' E1 Toro Master Jet Base, we assisted the County of Orange and the City of Irvine in acquiring fights-of-way through these facilities and in negotiating land use and navigational easement agreements between landowners, local governments and the Department of Defense. Finally, we have also began recently representing the City of San Diego on the economic development conveyance negotiations for its Naval Training Center. · Criminal Justice The Ferguson Group helped secure $128 million to construct a new federal courthouse in Santa Aha, California, the county seat for Orange County. We also helped the city obtain federal legislation allowing it to receive an equitable share Of revenues generated from the confiscation of property and monies during drug arrests. In Cleveland, we saved $25 million in courthouse site acquisition funds that were scheduled for rescission. The Ferguson Group has also recently secured legislative language for the Centers for Disease Control to study the effectiveness of STOP IT NOW!, a child abuse prevention program~ which has led to significant increases in support and resources for this program. In addition, The Ferguson Group secured directive language in the FY97 Department of Defense Appropriations conference report forgiving a loan of 5,000 ballistic helmets and their monetary value of $623,000 to local law enforcement agencies in Los Angeles County.
