<br /> Mr. Steve Little, Parks and Recreation Director, reviewed the soccer
<br />complex bid, which included the following elements for =he first phase of
<br />construction~ clearing and ~rading, earth work, erosion control, storm
<br />drainage, stone base (parking lots), site seeding, fencing (tower area) and
<br />esti~te for unsuitable soil and rock. He recommended the award of the bid to
<br />the low bidder, McWh~rter Grading, in the amount of $532,690.00, which
<br />included both Alternates I and 2. The second phase of the proJ'ect will
<br />include irrigation, spriggi~g, digging wells and constructing holding ponds.
<br />The soccer complex is to be ready for use by the fall of 20O2.
<br />
<br /> There was brief discussion regarding funding for the soccer complex
<br />project. It is anuicipated that the City of Concord and Cabarr~s Soccer
<br />Association will each provide $300,000.00 or $100,000.00 per year through
<br />2003.

<br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Freeman and
<br />unanimo=sly carried, the Board awarded the bid for the Stonewall Jackson
<br />Soccer Complex to the overall low bidder, McWhlrter Grading company, in the
<br />total amount of $532,690.00, includln~ the base bid of $486,890.00 plus
<br />Altermate I of $38,800.00 and Alter~ate 2 of $7,000.00. Further, the Board
<br />authorized 2he County Manager to execute the contract on l~half of Cabarrus
<br />County. '
