Complex and oversee the enforcement of such guidelines, including without <br />limitation, the duties more fully set forth below: <br /> <br />a) Overseeing Complex improvements and the establishment of the biannual <br />Complex Master Schedule for use of the Complex by the City, CSA and the <br />County. <br /> <br />b) Establishment of a Complex usage fee schedule to help recover related <br />maintenance, utility, development and other expenses when the Complex is used <br />by organizations other than those sponsored by the City, the County or CSA. All <br />such fees and revenue shall belong to the County. <br /> <br />c) Overseeing Equipment purchases. The City, County, CSA, the Committee, as <br />well as any other volunteer youth athletic associations, other entities or <br />individuals may purchase Equipment as needed for the Complex or for special <br />events as such funds become available. However, all Equipment purchases for <br />the Complex must be approved in writing and in advance by the Committee, <br />which shall determine the appropriateness of the general appearance of the <br />proposed purchase. However, the City and CSA shall remain solely and <br />exclusively responsible for the proper installation, inspection, proper function, <br />maintenance, repair, replacement and safety of any Equipment used on its <br />respective Priority Fields. <br /> <br />d) Conducting a quarterly audit of the Complex Priority Use time granted tO CSA <br />and the City. Inefficient use of allotted blocks of time, including without <br />limitation, such occurrences as excessive periods of no play, major time periods <br />on individual fields dominated by small numbers, unreasonable withholding of <br />use from the general public or other groups, etc., may warrant a reduction in the <br />Priority Use Commitment of any priority user in any given year, if there is <br />sufficient demand for use of the Complex fields by other groups. <br /> <br />e) Monitoring public use of Complex fields. The general public may be allowed <br />to use the Complex as time permits in the Complex Master Schedule and as <br />authorized by the County staffat Frank Liske Park. The three U10 size Priority <br />Complex fields will be the only Complex fields used for casual/open play, unless <br />approved by the Committee. <br /> <br />f) Future Development. The Committee will prepare a Capital Improvement Plan <br />for future improvements for the Complex and present their recommendations to <br />their respective governmental bodies. <br /> <br /> <br />
