416 <br /> <br />· The Odell School Road / Harris Road intersection may also meet <br /> signal warrants as the proposed mixed-use development reaches build- <br /> out; also new turn lanes will likely be necessary to provide safe <br /> and efficient traffic operations. Therefore, it is recommended that <br /> NCDOT periodically monitor traffic operations for conditions that <br /> would warrant signalization and other improvements. Developer <br /> participation should be considered for any identified improvements <br /> at this location. <br />· Dedication of right-of-way along the entire frontage of NC Hwy 73 <br /> sufficient to permit the future widening of this facility. By <br /> providing the necessary right-of-way, the site complies with the <br /> Cabarrus - South Rowan Urban Area Transportation Plan. <br /> <br />Mr. Stansbery reported that Mr. Burkett had agreed to make the recommended <br />improvements at an estimated cost of just under $500,000.00. He also <br />reviewed a letter dated March 8, 2000 from Benton G. Payne, P.H., Division <br />Engineer with NCDOT, regarding traffic volumes and reco~mnended improvements. <br />The NCDOT is currently seeking funds to make the improvements at NC 73 and <br />Odell School Road. Also, the widening of NC 73 is currently identified as <br />Priority Number 6 in the Transportation Improvement Plan with funding by the <br />Department of Transportation at some future date. In conclusion, Mr. <br />Stansbery confirmed the daily trip generation projection for the proposed <br />mixed-use development represents roughly four times the volume of traffic on <br />the roads in that area. However, he stated the mixed-use components of the <br />proposed development would tend to mitigate and reduce the impact typically <br />associated with such a development. <br /> <br /> Chairman Fennel opened the public hearing for any other persons who <br />wished to address the Board. <br /> <br /> Mr. Jack Rankin, resident of 4435 Rankin Road, Concord, stated he did <br />not oppose the requested rezoning but did oppose the ~gift" of Odell School <br />to the developer. He stated the school is the center of the co~aunity and <br />should not be torn down. Further, he objected to the proposed property <br />exchange, stating in his opinion it is necessary to keep some of the old <br />schools and continue to use them. Finally, Mr. Rankin questioned the <br />possibility of another land donation and/or exchange for a school site. <br /> <br /> Mr. Hartsell explained the exchange of land as authorized by the <br />General Statutes for the disposition of property. <br /> <br /> Mr. Eric Wallace, resident of 9401 Harris Road and area property owner, <br />objected to the rezoning. He submitted a petition opposing the rezoning that <br />he stated contained 33 signatures representing over 80 percent of area <br />citizens and property owners. Mr. Wallace expressed concern about the <br />flooding of land proposed for the school sites and the safety of school buses <br />crossing the narrow bridge on Harris Road. He listed the following <br />objections to the rezoning: (1) Unsuitability of high density residential <br />zoning for the community; (2) Approval of project sets the precedent for <br />future developments as construction of the new sewer line proceeds along <br />Rocky River; (3) Existing roads cannot support the rezoning to high density <br />residential and there is no guarantee that the Department of Transportation <br />will fix the roads. In conclusion, Mr. Wallace cited problems associated <br />with development in northern Mecklenburg County and urged the Board to <br />consider all aspects involved in the proposed project. <br /> <br /> Ms. Janet Fitzpatrick, resident of 9521 Davidson Highway, opposed the <br />rezoning. She cited concerns about the heavy traffic in the area, including <br />traffic congestion and the difficulty she now has in crossing the road to get <br />her mail. <br /> <br /> Mr. Bob Figgs, resident of Odell School Road just south of the subject <br />area, raised questions regarding such issues as: the value of the property <br />donated to the County; the value of the 19 acres to be acquired by the <br />County; trip capture of both inward and outward trips to the development; <br />Odell replacement school funding; capacity of the new school; the anticipated <br />500-600 elementary students from the new development; and the estimated <br />average property values of homes in the new development. In conclusion, Mr. <br />Figgs stated he opposed the rezoning due to additional traffic and the impact <br />on the schools and stated in his opinion the County will lose a great deal of <br />money with the proposed exchange of property. <br /> <br /> Mr. Hartsell explained the gross value for the 19 acres to be acquired <br />by the County is $6,000.00 per acre; however, this amount is offset for <br />wetlands and the actual tax value is $54,000.00. <br /> <br /> <br />
