MEMORANDUM OF UNDERSTANDING <br /> Between <br />THE COUNTY OF CABARRUS, THE CITY OF CONCORD, THE CITY OF <br />KANNAPOLIS, THE TOWN OF HARRISBURG, THE TOWN OF MOUNT PLEASANT, <br />THE CABARRUS HEALTH ALLIANCE AND THE CABARRUS-SOUTH ROWAN <br />METROPOLITAN PLANNING ORGANIZATION <br /> FOR <br /> <br />PREPARATION OF A MULTI-JUIRISDICTIONAL <br />LIVABLE COMMUNITY BLUEPRINT <br /> <br />WITNESSETH <br /> <br />THAT WHEREAS, Cabarms County has, in recent years, experienced greater levels of <br />residential, commercial and industrial development than at any time in its history; and <br /> WHEREAS, in the wake of this development, the City of Concord, the City of Kannapolis, <br />the Town of Harrisburg, the Town of Mount Pleasant and the County of Cabarms have identified <br />the need for preserving open space, providing adequate recreational and park facilities and <br />identifying bicycle and pedestrian routes; and <br /> WHEREAS, the City of Concord, the City of Kannapolis and the County of Cabarms <br />included in their FY 2000 budgets funding for parks and recreation master plans; and <br /> WHEREAS, staffmembers from the City of Concord, the City of Kannapolis, the Town of <br />Harrisburg, the Town of Mount Pleasant, the Cabarms Health Alliance, the Cabarrus-South Rowan <br />Metropolitan Planning Organization and the County of Cabarms have agreed to participate in the <br />selection of the consultant and in the preparation of a parks and recreation master plan and a <br />bicycle and pedestrian transportation plan, known as a "Livable Community Blueprint (LCB)"; and <br /> WHEREAS, after interviews and deliberations, the staff members of the jurisdictions have <br />selected LS3P Associates Ltd. of Charlotte and Charleston to prepare the LCB; and <br /> WHEREAS, the City of Concord and the City of Kannapolis, the Town of Harrisburg, the <br />Town of Mount Pleasant, the Cabarrus Health Alliance, the Cabarrus-South Rowan Metropolitan <br />Planning Organization and County of Cabarrus have agreed to contribute funding for compensation <br />of LS3P; and <br /> WHEREAS, drafting and adoption of the LCB will forward the transportation planning goals <br />and the mission of the Cabarms-South Rowan Metropolitan Planning Organization, and <br /> WHEREAS, the MPO has in its Planning Work Program available funding for a bicycle and <br />pedestrian transportation plan, which will be part of the LCB; <br /> WHEREAS, drafting and adoption of the LCB will forward community health goals and the <br />mission of the Cabarms Health Alliance, and <br /> WHEREAS, the Cabarms Health Alliance has in its Cardiovascular Health Program funding <br />that may be used for conducting public meetings and for a bicycle and pedestrian transportation <br />plan, which will be part of the LCB; <br /> <br />NOW, THEREFORE, the parties hereto do mutually agree as follows: <br /> <br />Page 1 of 4 <br /> <br /> <br />
