B. Conduct initial site visits with Staff to current public, private and quasi-public <br /> park and recreation offerings and observe conditions as a basis for planning (this trip will be <br /> conducted concurrently with the initial kick-off meeting and the public meeting described in D. <br /> below). <br />C. Conduct an initial programming kick-off meeting with the Project Steering Committee, Staff and <br /> other interested persons to (fee based on one meeting in Cabarrus County): <br /> 1. Establish goals of the Committee <br /> 2. Establish objectives of the master plan <br /> 3. Review comments from the initial public meeting <br /> 4. Define scope of the master plan and service area subdistricts <br /> 5. Establish and define park models, and facility prototypes, and park land goals <br /> 6. Identify special needs or interests <br /> 7. Prepare a written statement summarizing goals and objectives <br />D. Conduct a public meeting to announce the purpose of the project and to obtain preliminary input <br /> and comments (fee based on one meeting conducted during the Kick-off and site visit trips listed in <br /> B. and C. above). This meeting will be conducted in a location that is central to County residents. <br />E. Items B., C., and D. will take place over a 2-3 day period in Cabarrus County at locations to be <br /> determined. <br />F. Conduct public workshops, including a hand-out questionnaire, in locations to be detetmined in the <br /> Northern and Southern areas of the County (fee based on 2 workshops and attendance by LS3P - <br /> SEE SECTION VII - COMPENSATION). <br />G. Review population data of service area including sub-districts. <br />H. Obtain service area base map including sub-districts. <br />I. Incorporate inventory of existing parks, potential future park sites, semi-private facilities, private <br /> facilities, schools, and other significant sites into Master Plan. <br />J. Prepare outline of written Master Plan Report. <br />K. Obtain results of public opinion survey indicating respondent preferences for facilities, programs, <br /> services, operations and maintenance. <br />L. Present all Preliminary Master Planning information to Project Steering Committee for review and <br /> approval <br /> <br />III. <br /> <br />FINAL PLANNING SERVICES <br />A. Determine park land and facility needs for two five year increments based on a comparative <br /> analysis, current and projected population analysis figures, customized park models, local user <br /> preferences and committee goals and objectives. <br />B. Develop a comparison of the projected park land and facility needs to the existing parks and <br /> facilities. Merge the park land and facility needs projections and adjust to reflect realistic and <br /> achievable goals. <br />C. Apply the projected park and facility needs to the service area map and further adjust the park and <br /> facility needs for each sub-district to reflect the geographic features and service area overlaps, as <br /> well as user preferences and patterns. Adjust needs to reflect local park land goals. <br />D. Determine how many facilities should be placed in existing parks and in additional future park <br /> sites. <br />E. Develop shared school/park facility recommendations. <br />F.
