L. <br /> <br />M. <br /> <br />N. <br /> <br />O. <br /> <br />Prepare a written draft of the <br /> <br />CHARLOTTE <br /> <br />master plan report including executive <br /> <br />summary, county-wide action plan, planning components, countywide summary, sub-district <br />chapters, and appendices. <br />Additionally separate chapters including will be included for the City of Concord, the City of <br />Kannapolis, the Town of Harrisburg, and the Town of Mt. Pleasant. These separate chapters will <br />include action plans specific to each municipality. <br />Present the preliminary draft of the master plan report to the Project Steering Committee for <br />review and approval (fee based on one meeting in Cabarrus County). <br />Conduct public workshops to present and gain input on the draft master plan, in locations to be <br />determined within the 6 sub-districts (fee based on 6 workshops on six different nights and <br />attendance by LS3P - SEE SECTION VII - COMPENSATION). <br />Coordinate with state, county, regional and town recreation organizations. <br />Prepare a priority model to reflect statistical priorities for the entire service district and each sub- <br />district. <br />Prepare a prioritized action plan and implementation strategy for the overall County and specific <br />municipalities for review and approval by the Proj eot Steering Committee. <br />Identify capital projects and prepare a capital improvement cost statement reflecting proposed <br />parks and facilities as well as improvements to existing facilities. <br />Present final draft master plan report and findings to the Project Steering Committee, and City <br />Councils and Board of Commissioners for review and approval (fee based on one meeting in <br />Cabarrus County). <br />Prepare the final written report and graphics including all master planning data and publish for <br />distribution. <br /> <br />IV. <br /> <br />PEDESTRIAN/BIKEWAY MASTER PLAN <br />A. Data Gathering and site familiarization visits, and kickoff meetings will be conducted <br /> concurrently with II- A, B, and C. The geographic area studied will include Cabarrus County in <br /> its entirety, the Towns of China Grove and Landis and that portion of Kannapolis that lies in <br /> Rowan County. <br />B. Public Meeting as described in II-D will incorporate discussions on bike and pedestrian access. <br />C. Initial Steering Committee Meeting (to be held concurrent with item II.D site visit trip. <br />D. Bike / pedestrian subcommittee meeting held to discuss focus of this portion of the study (to be <br /> held concurrent with item II-D site visit trip. <br />E. Project Area Familiarity, studying existing documents, including UNC Charlotte graduate student <br /> project. Review projects in progress that may affect this plan. This will include meeting with staff <br /> from the various divisions that may be studying engineering, utilities, and street improvements, <br /> among other studies related to growth and access. <br />F. Public Workshops. In each of the public workshops held in the preliminary planning services (2 <br /> public workshops, item II-F) bike and pedestrian access will be discussed to discover potential <br /> destinations and linkages. <br />G. Bike/pedestrian Subcommittee Meeting to review and discuss destinations and linkages and <br /> discover a conceptual routing plan. The consultant will review, on site, each of the destinations <br /> and the potential linkages routing. This will take place over a three day intensive site visit. <br />H. Findings from the Bike/pedestrian Subcommittee Meetings will be incorporated into the <br /> development of the Public Opinion Survey (item V) <br />I. Review public survey to discover additional public criteria for bike/pedestrian plan. <br />J.
