The Board reviewed the request by Mr. Tom Dillard, Libraz~ Director, to <br />make the following overdue fee and circulation period changes for <br />videocassettes: (1) Circulation period for videocassettes be increased to two <br />weeks; and (2) Overdue fine for videocassettes be decreased to $.10 per day up <br />to a maximum fine of $4.00 per item. The current overdue fee for yideocassettes <br />is $1.50 per item per day up to $12.00 per item. <br /> <br /> There was discussion regarding the proposed lowering of the fines for <br />overdue videocassettes, specifically concern that persons would not return the <br />videocassettes because of the low fine. <br /> <br /> The Board by consensus agreed to table the change in policy concerning <br />videocassettes until the meeting in June with Mr. Dillard to provide additional <br />information. <br /> <br />Award of Contract for Ballffo1~ Liqh~inq ~9~ ~r W. He stated the low bidder, <br />Hunter Knepshield Company, did not include contactor cabinets, a specified item <br />in the bid package. Further, he said the bid by ~gJSCO was for steel poles <br />while the Hunter Knepshield bid was for concrete poles. According to Mr. <br />Little, the cost to install concrete poles is approximately $90,000.00 as. <br />compared to $20,000.00 for steel poles. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Barnhart and <br />unanimously carried, the Board awarded the contract for the ballfield lighting <br />project for W. W. Flows and Harrisburg Parks to MUSCO Lighting in the amount of <br />$219,98~.00 because it was the only one complete and responsive bid. <br /> <br />~W BUSINESS <br /> <br />Road Name Chanos (Petition 00-02) - P~rtion of Odell S¢hool Road to Akins <br />Drive - Public Hearino - 6~30 P.M. <br /> <br /> Mr. Marshall explained the section of Odell School Road proposed to be <br />renamed ~Akins Drive" resulted from the realignment of Odell School Road and <br />Derita Road. <br /> <br /> At 7:15 p.m., Chairman Fennel opened the public hearing to consider the <br />naming of a portion of Odell School Road to Akins Drive and asked if anyone <br />wished to speak for or against the proposed name. According to a Memorandum <br />dated May 8, 2000 from Mr. Michael L. Byrd, Transportation Planner, the <br />public hearing notice was published in THE CHA/~LOTTE OBSERVER (Cabarrus <br />Neiphbors) on May 4 and 11, 2000. <br /> <br /> Mr. Sherrill Laney Of Miller Road in Kannapolis stated he had no <br />objection to the proposed road name. However, he questioned the naming of <br />the road after someone from Georgia rather than a resident of Cabarrus <br />County. Akins Racing is located on the portion of road to be renamed. <br /> <br /> There was no one else present to address the Board, and Chairman Fennel <br />closed ~he public hearing. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Co~issioner Barnhart and <br />unanimously carried, the Board approved the road name of "Akins Drive" for a <br />portion of Odell School Road (Petition <br /> <br /> <br />
