The rezoning request appears to accomplish these elements of the <br />land use plan. <br /> <br />The Iow density residential zoning on the back portion currently allows several uses that are permitted <br />by standards which we believe are inappropriate for the site. These include kennels, landfill, and class <br />I mobile homes to list a few. The fact that sewer can be extended to this site and it was not known that <br />could occur at the time of the properties zoning, it seems entirely reasonable to control and limit the <br />sites development through a special use rezoning. <br /> <br />Aerial <br /> <br /> The following annotated aerial is being submitted as additional information regarding the site <br />and its development plan. We are asking that the narrative and the aerial be combined in providing the <br />infornntion for the d~lopmen; plan: More ~o, we su8Ee~ tha~ th~ mbmiasion ~ pgka~ed allows the <br />site to be developed tn a mixed use form, extend sewer service to the general area, and reduced the <br />"sUip- commercial development" as currently afforded by the zoning as it is place now. <br /> <br />The land will be commonly owned by Bigford Enterprises and operated as one mixed use <br />development. As evident on the aerial the property is vacant and gently slopes west to east with two <br />extremely shallow farm ponds in the center of the site. Access to the site ,,vill be by one common road. <br />Ultimately the location and design will be dictated by NCDOT but is envisioned as being located along <br />the western boundary. It will then have limited access points offofit into the fi'ont office area before <br />continuing into the clustered mulfi-t'arnily site on the back portion. In addition to common-use <br />commercial and office uses facing NC 24/27 the multi-family units will also have revenue generating <br />businesses ora car wash and laundromat for the intended (but not sole) use of the residents of the <br />apartments. An extension of the road system is proposed on the aerial and will be built upon further <br />review and recommendation of either the planning board or the planning department. <br /> <br />Uses for the property will be as previously noted and will only occur with final approval of the sewer <br />utility lines. <br /> <br /> <br />
