Mr. Newton said the applicants have eliminated a total of <br />34 uses that are currently permitted uses by the zoning district, leaving 22 uses. <br />He said with a special use rezoning you as a board control uses that are not <br />currently in place for that corridor. Mr. Newton said this provides you as a board <br />and the planning staff the ability to control its design, specifically its location, <br />that it accomplishes the objectives and the goals as laid out in the area plan, and <br />it meets a stated need of business in the area. <br /> <br />Hr. Carl Hill said if they have 64 homes and all of the schools are capped, have <br />we not put a larger burden on the school system than the one we just turned <br />down. He said he is very confused that the staff has recommended one thing in <br />one place and one thing in another, it is not very consistent. <br /> <br />Mr. Newton said if you are familiar with all the data that the school uses, and it is <br />based on three levels. It was originated out of the planning department and it is <br />for single-family housing, mobile homes, and multi-family. The multiplier on <br />multi-family dwelling units is .22. l't is used by the school board as well as <br />county planners in forecasting all of this. <br /> <br />Mr. Carl Hill said he failed to see how the Board can approve something like this <br />that is so far in the future. He said the Board would be better off looking at this <br />when the project is at hand rather that agreeing to something that may not be <br />palatable to us a year from now. <br /> <br />Mr. Dwiggins said to Mr. Hill that the-Board is not approving a multi-family <br />development tonight. <br /> <br />Mr. Byrd said once it is zoned multi-family only a site plan is required. He said <br />this board would not be required to see the site plan for multi-family. None of <br />the multi-family comes to this board for approval as long as it meets the existing <br />zoning, l't simply goes through as a site plan to the staff. <br /> <br />Mr. Moose asked Mr. Byrd how can that be. He asked how can we have <br />automatic multi-family housing when every development has to come before this <br />board even if it is only 40 houses. <br /> <br /> <br />
