10. <br /> <br />ll. <br /> <br />Task Force Facilitation Guidelines <br /> used by Henry Luke-Facilitator <br /> <br />To help the other Task Force members, please stand and give your name as you begin to <br />speak. Your input will be more concise and effective if you write your statement before <br />speaking. <br /> <br />In order to keep the session moving, we will limit individual input to 30 seconds to <br />I minute at a time. <br /> <br />Effective sessions are sometimes tense and confrontational as we speak honestly about <br />the future of our community. I will recognize speakers who have received a portable <br />microphone to maintain an orderly flow of dialogue. <br /> <br />Up to now in the process, we have been talking about history or today's situation. That's <br />easy to do. After I present the benchmarks and for the next three sessions, you will be <br />making decisions about your community's future. This will be hard work, frustrating and <br />nerve wracking. I hope you will say what is on your mind, but be patient as the group <br />comes to decisions over the next four weeks. <br /> <br />The tendency in these sessions is to address your comments to the facilitator, but in <br />reality, we are most productive when each speaker is in a dialogue with the other Task <br />Force members. <br /> <br />Put aside your individual positions and think strategically about what will be best for <br />your community. My experience has been that what you decide becomes reality over the <br />next 5-20 years. That's a sobering thought! <br /> <br />Consensus in this process is not 100% agreement...You may not get your way. We will <br />discuss each issue until we get consensus or until we vote on the issue and the majority <br />rules. <br /> <br />When I sense majority agreement, I may announce consensus and move on. If anyone <br />doubts a clear consensus, you may stop me and we will vote. The facilitator may call for <br />a vote when he believes a consensus may be unclear. I am a facilitator and I'm not <br />pushing any agenda in these sessions. I am using my experience as a facilitator to help <br />your community develop a consensus that describes the future you want. I do not ignore <br />anyone or reject anyone's opinion, but am constantly filtering what I am heating from <br />individuals into what I sense is the group's emerging consensus. I am not infallible and <br />any member of the group can stop the process for a vote on any subject being discussed. <br /> <br />We will continue and assume everyone is generally in agreement unless someone <br />objects. <br /> <br />We will respect your time and start and stop exactly on schedule, therefore we must <br />move briskly during the two hours to achieve the best results. <br /> <br />At the end of each session, the session notes will be edited to remove duplication and <br />make the balloting meaningful. We will send session notes to each Task Force member <br />and to the media that afternoon. <br /> <br />8 <br /> <br />LPI <br /> <br /> <br />
