May 24, 2000 <br /> <br />August 25, 2000 <br /> <br />August 28, 2000 <br /> <br />August 30, 2000 <br /> <br />Phred Pilkington, Public Health Director; Bob Farris, <br />Environmental Supervisor; Jeff Barahart, County Commissioner <br />and myself visited the site to what remained on the property that <br />may be violation of any county ordinances. There was nothing <br />visible at that time that would constitute a violation of any type. <br />Bob Fards sent a letter to verify that there was nothing in the filled <br />area that create a public health hazard. After that meeting Mr. <br />Wiggins was contacted to request that grass be sown on the filled <br />areas as soon as possible. This has been done. <br /> <br />I received a phone call from Mr. Rick Borders, President of the <br />Homeowners Association to set up a meeting to discuss some <br />concerns of the Association. <br /> <br />A meeting was held with Mr. Rick Borders, Ms. Kelly Sifford, <br />Senior Planner, and myself to discuss the Ospry Lake Subdivision. <br /> <br />I received a phone call from Mr. Rick Borders asking me to set up <br />a meeting with Mr. Wiggins to discuss the Association's concerns. <br />A meeting was set for September 06, 2000 but was later cancelled <br />by Mr. Borders for personal reasons. <br /> <br />I have not had any further contact with anyone from this <br />subdivision since that time. Since that time there has been some <br />activity from the NCDEI-INR offices. They have classified the <br />dam with the subdivision as a High Hazard Dam that is failing. To <br />correct the situation Mr. Wiggins has been given the options of <br />fixing the problems with the dam or breaching it. I understand that <br />Mr. Wiggins has elected to breach the dam. This has caused the <br />homeowners to become upset. Dams are not regulated by the <br />County and therefore we have no authority to force Mr. Wiggins to <br />repair the dam. <br /> <br />In reviewing the concerns of Mr. Neikirk I have found that very of his concems are <br />regulated by the county. <br /> <br />Erosion control problems have existed in the past but at the present time only a <br />couple of minor changes need to be made. <br />Grading of the lots for the most part are not regulated unless erosion problems are <br />created. The only other aspect of grading that would regulated by our depa~aaent is <br />when the slope of the property forces water to pool under the homes. When final <br />inspections are made on the homes our inspectors cannot always tell if the grade is <br />correct. If we are notified of specific locations where water is standing under the <br /> <br /> <br />
