committee.

Organization and Approach

It is imperative that stakeholder input be introduced early in the planning process. The proposal
assumes we will be working with a "downtown steering committee" composed of downtown
stakeholders including the City, downtown business owners and Concord Main Street. We
recommend a committee not to exceed 12 persons and will provide input on the types of
representation for the committee members2 Included in the manpower estimate is time for four
meetings/presentations in order to involve and "bring along" the steering committee during the
preparation of the recommendations.

The initial session or meeting will be a kick-off meeting at which time we will explain to the
steering committee the process, the expected results and the 'responsibilities of the committee
members. The goal of this and subsequent meeting l;hlrJllg the study process is to: '

· make the committee aware of the characteristics of downtown Concord's parking problem;

· to receive input from steering .committee members as to current issues;

to inform and educate committee members as to possible solutions and their broad-
implications on current and future development; 'and

to build a consensus and support for the recommendations during the study process.

WE PLAN WITH YOU AS WELL AS FOR YOU

At the conclusion of the study effort, we will prepare a final report document that will reflect the
recommendations of the Consultant with steering committee input. This report will be prepared
in "camera ready" format for the reproduction and distribution by the City. The report will be
presented to the City and other downtown stakeholders in a meeting to be organized and scheduled
at the mutual convenience of the Client and the Consultant.

2
