PART 1 - SCOPE OF SERVICES <br /> <br />The work outlined in this scope assumes a joint effort by the Consultants and the Steering <br />Committee. For those tasks where local volunteer labor can be used to reduce the fee, an option <br />is outlined and the related fee reduction is noted under "Fee Optious~ in the last section of the <br />proposal. <br /> <br />Task 1 - Organization of the Steering Committee <br /> <br />The Consultants will advise on the organization of the Steering Committee. A kick-off meeting <br />with the steering committee will be held to explain the study process and the committee's role in <br />the plan preparation. <br /> <br />Task 2 - Review of Background Data and Definition of Parking Issues <br /> <br />The Consultants will review relevant background information including previous parking <br />inventories, traffic flow and proposals for new parking facilities made as a part of downtown <br />planning efforts. The Consultants will note important issues including parking deck feasibility, <br />parking enforcement, signing, time limits, County employee parking needs and parking all day <br />on street. The Consultants will review these issues and any other background information to <br />ascertain: (1) what issues are significant; (2) the validity of any parking inventory data; and (3) <br />any study elements that need updating. It is anticipated that the parking inventory data will need <br />to be verified. <br /> <br />Task 3 - Review of Existing Parking Management <br /> <br />A series of interviews Will be conducted with local officials including the Main Street staff, city <br />offices including engineering, police, planning; the county officials; state offices, and courthouse <br />officials to determine current management procedures. Ordinances and other pertinent <br />information will be gathered and reviewed. <br /> <br />3 <br /> <br /> <br />
