Task 4 - Conduct Parking Surveys Three parking surveys will be conducted: (1) an inventory of parking spaces; (2) a parking occupancy study for all spaces in the downtown; and (3) a parking turnover survey for all on- street spaces and two hour limit lots. The parking occupancy survey conducted by the Consultants will determine peak occupancy for each block face and lot. The parking turnover survey will be conducted for one day for all block faces with an occupancy of more than 5096 and will determine how many persons park on street during the survey day and for how long. Task 5 - Parking Deck Feasibility. The Consultants will review the schematic plato of the proposed City Parking deck and will render an opinion as to an appropriate design, financial feasibility and anticipated use of the proposed facility. Task 6 - Analy,qis and Preliminary. Findinga During this task the Consultants will interpret the survey data and compare this data with perceptions and issues obtained through the interview process. A series of alternative strategies to improve downtown parking will be evaluated, The results of these evaluations will be reported to the steering committee at the end of Task 4. This meeting will also include other pertinent data on parking enforcement, parking management, parking promotion and adjudication of parking violations. This will comprise the second meeting of the steering committee. Task 7 - Preparation of the Draft Parking Management Report and Improvement Plan During this Task a draft report will be prepared summarizing our findings and recommendations. This draft report will include: · parking survey data and summary; · addition of on-street parking where appropriate; · redesign of off-street lots where appropriate; · parking meters, time limits and paid lots; · parking signing; · parking deck schematics and feasibility; · parking enforcement and management; and · recommendations on parking management organization. 4
