Task 4 - Conduct Parking Surveys <br /> <br />Three parking surveys will be conducted: (1) an inventory of parking spaces; (2) a parking <br />occupancy study for all spaces in the downtown; and (3) a parking turnover survey for all on- <br />street spaces and two hour limit lots. The parking occupancy survey conducted by the Consultants <br />will determine peak occupancy for each block face and lot. The parking turnover survey will be <br />conducted for one day for all block faces with an occupancy of more than 5096 and will determine <br />how many persons park on street during the survey day and for how long. <br /> <br />Task 5 - Parking Deck Feasibility. <br /> <br />The Consultants will review the schematic plato of the proposed City Parking deck and will render <br />an opinion as to an appropriate design, financial feasibility and anticipated use of the proposed <br />facility. <br /> Task 6 - Analy,qis and Preliminary. Findinga <br /> <br />During this task the Consultants will interpret the survey data and compare this data with <br />perceptions and issues obtained through the interview process. A series of alternative strategies <br />to improve downtown parking will be evaluated, The results of these evaluations will be reported <br />to the steering committee at the end of Task 4. This meeting will also include other pertinent data <br />on parking enforcement, parking management, parking promotion and adjudication of parking <br />violations. This will comprise the second meeting of the steering committee. <br /> <br />Task 7 - Preparation of the Draft Parking Management Report and Improvement Plan <br /> <br />During this Task a draft report will be prepared summarizing our findings and recommendations. <br />This draft report will include: <br /> <br />· parking survey data and summary; <br /> <br />· addition of on-street parking where appropriate; <br /> <br />· redesign of off-street lots where appropriate; <br /> <br />· parking meters, time limits and paid lots; <br /> <br />· parking signing; <br /> <br />· parking deck schematics and feasibility; <br /> <br />· parking enforcement and management; and <br /> <br />· recommendations on parking management organization. <br /> <br />4 <br /> <br /> <br />
