The board has discussed the need to be aware of, and take advantage of, al/ available <br />services and plans to address this when they negotiate a contract with a service provider. <br />Efforts will be made to coordinate planning for offenders between the substance abuse <br />treatment provider, the Division of Community Corrections and local agencies such as <br />the health department, Social Services, Community Services, etc. Appropriate <br />memorandums of agreement will be developed, and copies will be forwarded to CYPP. <br /> <br />IMPACT (Boot Camp) <br />Locations: Hoffman (IMPACT East) and Morganton (IMPACT West) <br />Tar~ffel population: Class 1 misdemeanors or felons between the ages 16-30 with a total <br />active sentence of 180 days. <br />Program activities: Paramilitary type boot camp where discipline is enforced through <br />rigid physical conditioning. Most of time is spent working. Offenders are also required <br />to participate in an educational program while in attendance and receive counseling to <br />help them develop social, job search and budget management skills. <br />Average length of stay: 90 days <br />Completion rate: 90% <br />Note: 12MPACT is used frequently bv Cabarrus, and both locations are used. They <br />typically average three offenders in the program. <br /> <br />DART-Cherry (Drug Alcohol Recovery Treatment) <br />Location: Cherry Hospital, Goldsboro <br />Fargetpopuiation: Offenders with substance abuse problems <br />Program activities: An inpatient chemical dependency treatment program. Upon <br />completion of the program, offenders return to the community with a highly structured <br />community aftercare program. The court or treatment staff may require those who do not <br />successfully complete the program in 28 days to continue treatment at the facility or to <br />seek intensive treatment services in the community and under continued supervision. <br />Average length of stay: 28-90 days <br />Note: D,~d~,T is used on a regular basis by Cabarrus. The average number of offenders in <br />the program at any one time is two. <br /> <br />COMMUNITY SERVICE WORK PROGRAM <br />Location: Cabarrus County courthouse; phone: 704-782-2712; contact person: <br />Charlotte Kiefer <br />E/igible ?opulation: Community SeN'ice is used as a sanction at every state of the <br />criminal justice system. It can be used as a sole sanction if the offender's offense class <br />and prior record or conviction level authorize a Community punishment as a sentence <br />disposition, or it can be used in conjunction with other sanctions. First-time, nonviolent <br />offenders are eligible for the deferred prosecution component. Any offender is eligible <br />for the non-DWI component. All levels of DWI offenders are eligible for the DWI <br />component. <br />?rogram activities: Offenders provide free labor to nonprofit and government agencies <br />which have signed an agreement to provide supervision and a safe work environment. <br />Community Service staff develop appropriate work sites, place offenders and monitor <br />their progress in the program <br /> <br /> <br />
