Administration of Justice Bulletin No. 98/03 December 1998 <br /> <br />Office of State Construction will be exempt from <br />specified roles and statutes as necessary to expedite <br />delivery,. The secretary must give written notice of the <br />intent to exercise the exemptions to the Speaker of the <br />House. the President Pro Tempere of the Senate. the <br />chairs of the House and Senate Appropriations Com- <br />mittees, the Joint Legislative Commission on Govern- <br />mental Operations, and the Fiscal Research Division. <br />The notice must specie' the requirement from which <br />exemption is needed, give the reason the exemption is <br />necessary, and how the exemption will expedite deliv- <br />er).', and briefly summanze the proposed contract for <br />the project. <br /> The Office of State Construction must <br /> <br /> · have a verifiable ten percent goal for partici- <br /> pation by minority and women-owned <br /> businesses: <br /> · include in all contracts a penalty for failure to <br /> complete the work by a specified date; <br /> · consult the Department of Health and Human <br /> Services, to the ex'tent the projects relate to <br /> the department's program needs and its <br /> responsibility for the care of the facility's <br /> population; and <br /> · report by May 1, 1999, to the chairs of the House <br /> and Senate Appropriations Committees, the <br /> <br />Joint Legislative Commission on Governmental <br />Operations. and the Fiscal Research Division as <br />to any changes in projects and allocations <br />authorized for the 1998-99 fiscal year, includ- <br />ing information on selected contractors, con- <br />~acts, projected and actual occupancy, dates, <br />locations and number of beds to be constructed, <br />and projected and actual costs. <br /> <br />Proposals That Did Not Pass <br /> <br /> Lose Control, Lose Your £icense <br /> A much-debated provision that was not included <br />in the Juvenile Justice Reform Act would have made <br />ineligible for a driver's license a juvenile who was <br />suspended or expelled from school for more than ten <br />days for (1) possession or sale of alcohol or an i[tegal <br />controlled substance on school property or at a school- <br />sponsored or school-reLated activity. {2) possession or <br />use of a weapon or firearm on school property, or (3) <br />physical assault on and serious injury, to a teacher or <br />other school personnel on school property, or at a <br />school-sponsored or school-related activity. <br /> <br /> This Bulletin is published by the Institute of Government to address issues of interest to local and state government employes and officials. <br />Public officials may photocopy the Bulletin under the following conditions: (I) it is copied in its entirei'y'.
