HUNT JR. <br />GOVERNOR <br /> <br />Janum-3' 6, 1999 <br /> <br />Dear County Manager: <br /> <br />On November 19, 1998, Governor Hunt sent a letter to you about the requirements of the 1998 <br />Juvenile Justice Reform Act as it applies to the new county-based Juvenile Crime Prevention <br />Councils. This memorandum will provide further information on forming local Juvenile Crime <br />Prevention Councils and on the funding formula for additional state-awarded grants available to <br />all counties. <br /> <br />As you know, the Juvenile Justice Reform Act mandates that on January 1, 1999, all duties and <br />responsibilities t~om the Juvenile Services Division of the Administrative Office of the Courts <br />and the Division of Youth Services of the Depathnent of Health and Human Services will be <br />transferred to a new, single office that will be directly administered by the Governor. This new <br />"Office of Juvenile Justice" will be more responsive and comprehensive in policy and planning <br />than the existing bifurcated system. <br /> <br />Additionally, the Juvenile Justice Reform Act requires that the county commissioners fi'om each <br />county appoint a new Juvenile Crime Prevention Council to enhance and replace all existing <br />Youth Services Advisory Councils (CBA Boards). Governor Hunt is anxious to continue the <br />process of building a strong local network to take on this challengin§ task of planning for the <br />needs of adjudicated and at-risk youth. <br /> <br />Therefore, as soon as practically possible, we request that your county commissioners appoint <br />members to your local Juvenile Crime Prevention Council. Enclosed you will find a list of <br />statutorily recommended appointments for the new local councils. Once county commissioners <br />finalize appointments, we ask that your office complete the enclosed membership list and mail <br />names and occupations of the new council members to the Office of Juvenile Justice, c/o the <br />Division of Youth Services, Dobbin Building, 705 Palmer Drive, Raleigh, 27603-2266. <br /> <br />The legislative intent of the Juvenile Justice Reform Act is that the newly appointed council <br />members will assume the responsibilities of assessing the need for sanctions for adjudicated <br />youth and the need for delinquency treatment and prevention services. <br /> <br /> <br />
