Provider shall comply with all ap~plicableprovisions of the Criminal Justice -Partnership Act and complete and submit all necessary forms and/or reports required. The services delivered by the Provider under the terms of this contract shall'meet the minimum standards of providing substance abuse treatment services set forth by the North Carolina Department of Health and.Human Services (DHHS). Provider will comply with the appropriate inspection, licensing, and zoning required by the State Fire Marshall's Office, as well as other applicable local regulations. G. Provider shall abide by ali laws and regulations of the State of North Carolina. H. Provider understands that the services of this contract cannot be subcontracted -or assigned x"o-odwlmyviders wit~hxxrt-written consent. SECTION V: PERSONNEL A. Provider agrees to maintain at least one certified substance abuse counselor on ~taffper approximately 30 clients at various stages of treatment with no more than 15 clients active in Phase I. Each counselor must have a minimum of 2-5 years of field experience preferably with the offender population. B. Provider is responsible for the operating costs of Provider's program including, bulmot-[i ....... -t-o-s~lartes, ........ s, travel, ~raini'ng, supplies, rent, and utilities. C. Employees providing services pursuant to this Contract are employees of the Provider, and the County shall not be responsible for the administration, management, or supervision of the Provider's employees.
