Staff Responsibilities

The primary responsibility of the SAIL staff is to provide quality care to all
clients. [t is also extremely important for SAIL to work as a team with court personnel.
probation officers, and available community resources. This is accomplished through
clear communication, cooperation, and coordination. All requests by the court will be
responded to as quickly as possible and all recommendations will be given serious
consideration. It is the opinion of SAIL that the best way to provide quality of care is
through exhibiting unity and coordination with all members involved in the client's
treatment.
The SAIL program will offer continued assessment throughout the client's
treatment. This will achieve two goals. First, it will allow for monitoring to assure the
client's placement in the appropriate level of care. It will also provide for opportunities to
review the client's progress as it relates to the treatment plan. Revisions to the treatment
plan can then be made in order to provide quality of care. These goals will be
accomplished through a combination of individual sessions with the client and weekly
treatment team meetings. The substance abuse counselor(s) will meet with each client on
their caseload in IOPT, ROPT, and Continuing Care on a weekly or as needed basis in the
later stages of the program. These sessions will be utilized in order to address the client's
individual private issues and review of the treatment plan to allow for communication of
both staff and client's opinion of treatment progress. The treatment team will consist of,
but not limited to, substance abuse counselor(s), the case manager, the program
coordinator, and probation officers. All of these individuals are considered an important
part of the treatment team and will be welcome at all team meetings. The substance abuse
counselor(s) will present each client on his or her caseload for treatment team discussion.
Recommendations for revisions to the treatment plan, transfers to another level of care.
and sanctions will be discussed at this time.
It will be the responsibility of the program coordinator to be the liaison between
SAIL and the court. This will include attending weekly and monthly staff meetings as
frequently as possible, and conference and training seminars appropriate to the position.
In the event that the Program Coordinator cannot attend, the substance abuse counselor
will communicate the details of the meeting to maintain continued support and
suggestions.
It will be the responsibility of the substance abuse counselor(s) and the case
manager to sanction clients in regards to treatment issues. Each client will receive a
minimum of two random drug screens per month or as required by the court and collected
by the probation department. This number hopefully will remain flexible and if deemed
necessary by the substance abuse counselor and/or case manager may be increased. The
urine drug screen taken at the time of the assessment screening will serve as a baseline
and will not count against the client. If the client has used cocaine or opiates, then 72
hours must pass before the client will be considered as having a positive drug screen. If
the client has used marijuana, then a period of 30 days from the time of the baseline must
occur before the client will be considered as testing positive. The first positive drug
