All weatherization grant funds a/located within the <br />State of North Carolina are t,ent,ative and are based on the Subgrantee's ability to implement <br />the Weatherization Program in accordance with presc,dbed guidelines as set fodh by the <br />Grantee. This shall include: (1) the execution of weatherizat'ion activities in a sound, <br />economicai, and efficient manner to the satisfaction of the grantee as determined by <br />monitoring and evaluat,ion visits by the grantee, or its representer,ives; (2) the operator's <br />ability to secure and maint,ain adequate labor support to carP/ cut weatherization activities; <br />and (3) the submission of required financial and program reports when due. <br /> <br />(A) No Subcontractor shall be funded.until (1) it has.proper administrative and <br />support, <br />mechanisms to effectively implement the weatherization program; this shall include, <br />but not be limited to supervisory personnel, adequat,e storage facilities, labor; (2) it <br />has expended its current allocation, or has insuh3cient funds to continue Program <br />activities; and (3) all required reports have been submitted to the Subgrantee. The <br />Subcont,ractor agrees that performance based on the above conditions is of the <br />utmost. <br />importance and further that failure to meet the conditions of Part I11, Sections 5 and 6, <br />as determined by the Subgrantee, shall be considered a breach of this agreement <br />and shall result in contract termination. Any une×pended funds shall be withdrawn <br />from the Subcontractor and redistributed to other program Subcontractors. <br /> <br /> Section 7: Training and Technical Assistance. The Subgrantee shall inform t~he <br />Subcontractor of Storewide conferences, seminars, or other instructional activities for the <br />Subcontractor for the purpose of training and on-site assistance in implementing the <br />Program. <br /> <br /> Section 8: Aporoach to Weatherization. The Measures Selection Technique(MST) <br />shall be used to determine weatherization measures necessary to make eligible dwelling <br />units more energy efficient. This MST shall be completed on each unit certified for <br />weatherization prior to actual work. <br /> <br /> Section 9: Final Inspection Prior to reporting a dwelling unit. as complete, the <br />Subcontractor shall assure that a final inspection is performed and shall certify that <br />applicable work has been complet,bd in a satisfactory mr~nner and in accordance w[th lhe <br />priorities determined by the Measures Selection Technique. <br /> <br /> Section 10: t~ewpather/zation The Subcontractor may reweatherize dwelling un/ts <br />which were partially weathedzed during the period September 30, 1975 through September <br />30, 1983. The applicant must reapply for assistance ar, d be r~-ce~ified as eligible. The <br />Subcontractor shall com.clete a /Vleasures Se!ection Technique prior to reweatherization and <br />shall report [hose units separately.
