GANNETF FLEMING

December I0, 1998

Memo To: Files

From: Bob Pressley, PE
Senior Project Manger

RE: Cabarrus / S. Rowan Transit Feasibility Study
GF Project #: 35680

Today, Sarah La.Belle and Bob Pressley met with Brian Hiatt, City Manager, City of Concord at
10:30 a.m., to discuss the referenced project. The meeting was opened by Bob Pressley explaining
the purpose of the meeting was for the project team to receive the City Manager's assessment of
the feasibility of funding, implementing and operating a public transit system of some type in
Concord over and above that currently being supplied by Cabarrus Co. as part of its DSS and
DOA services.

In response to questions and discussion, Mr. HJatt indicated the following:

His Council would be supportive of a sound recommendation for service
implementation.
Its should be an "all-inclusive" operation consolidating DSS/DOA and public
transit under one agency.
Would like to see a recommendation for joint funding of operations by all public
agencies involved.
Thinks a dial-a-ride system would work initially.
City would seek federal/state support in start-up and continuing operations,
Concord would be willing to administer the operations with a joint oversight
agency of some type.
Plan for implementation in FY-01.
Connection to commuter service to Charlotte and AMTRAK in Kannapolis is
important.
Recommended that we consult with City staff members Tim Louder and David
Nailer and Council member Allan Small.
A status presentation to Concord City Council should be made in February, 1999.

The meeting adjourned at approximately 11:45 a.m.
