Chapter 3 <br /> <br />Service Options <br /> <br />Introduction <br /> <br />This Working Paper presents bus (van) route options for the study area. It responds to <br />comments heard at the Steering Committee Meeting held in October 1998, the Major <br />Employer Zip Code data received, the resident and employee surveys, and an evaluation of <br />service priorities for an initial level of service. This, in effect, defines service based on both <br />stated and perceived needs in the community and opportunities to link new and existing <br />services to provide a more comprehensive and integrated set of services. <br /> <br />The survey results are provided in a separate memorandum with appropriate summaries <br />included here for convenience. We used these surveys to create "desire lines" that identify and <br />connect the more important origin and destination areas. <br /> <br />Estimates of travel times, by route, are based on average values for communities similar to the <br />study area. After your review and selection of "locally preferred" routes, more accurate <br />running times will be estimated, based on actual travel conditions on the specified routes and <br />the realities of traffic conditions. <br /> <br />We have also based the initial sets of bus route options on the basis that local officials and the <br />state would prefer to start a program with a modest investment and operating budget. This <br />will give you the opportunity to base any additional or reconfigured services on actual use <br />rather than just surveys. The goal continues to be to provide transit options where there are <br />none and meet identified mobility needs. <br /> <br />Survey Summaries <br /> <br />1. Employee Survey <br /> <br />A travel survey was conducted in the Concord/Kannapolis, North Carolina area between <br />October 1998 and January 1999. The survey results will provide information regarding the <br />potential application(s) for public transportation in Cabarrus/South Rowan Counties. The <br />results are expected to provide some indication of potential scheduled bus service <br />opportunities. A questionnaire, containing thirteen (13) survey questions, was distributed to <br />employees of the City of Concord, the City of Kannapolis, major employers, residents of <br />public housing and the Department of the Aging. A total of the 359 questionnaires have been <br />completed and tabulated by 2/10/99. Approximately 200 surveys remain to be tabulated. The <br />tabulated results are contained in Report Number Two.
