10. Close Out Procedures <br /> Agency will make a final inspection prior to the final contractor payment. <br />11. Agency will certify that all items in the work write-up have been satisfactorily <br /> completed. <br />12. Agency will insure that all Lien Waivers have been signed before final <br /> payment. <br /> 13. Agency shall insure that all unspent funds committed to the repair/or <br /> modification of the dwelling unit are either used for eligible work items. <br /> through an addendum to the work write-up or the grant balance is reduced to <br /> reflect the actual loan amount. <br /> <br />11. Limitations to the range of repair/modification choices. <br /> A. Due to limited funds to be spent on each URP99 house no lead-base paint <br /> abatement work shall be done. <br /> B. Manufactured hOusing units ("mobile homes") owned and occupied by eligible <br /> home owners, but that are on rented property, may be repaired under the Urgent <br /> Repair Program. However, the number of mobile homes on rental lots must not <br /> exceed 20% of the Agency's total housing units repaired/modified under the <br /> program. <br /> C. Due to limited funding per house and the nature of the repair/modifications we d_9o <br /> not relocate individuals or families during the repair process. Home owners must <br /> give the Agency crew or other contractor access to their homes between 8:00 a.m. <br /> and 5:00 p. Monday through Friday, and access to utilities needed. <br /> D. AI.__Jl houses repaired/modified using URP99 funds must be owner-occupied; no <br /> rental property shall be repaired or modified under this program. <br /> <br />12. Sources of Project Funding <br /> A. Funding from NCHFA from the North Carolina Housing Trust Fund's "Stripper <br /> Well Litigation Fund" and from the interest accumulation on the Housing Trust <br /> Fund. Total amount of funding state wide is $1.5 million. Central North Carolina <br /> region will receive $555,000; Cabarrus County anticipates receiving $58,202; <br /> Cabarrus County will furnish $5,000 in administration funds. <br />13. Project Schedule <br /> A. Applications will be taken from December 1, 1999 through December 31, 2000. <br /> B. Work is scheduled to begin January 15, 2000 and completed by June 30, 2001. <br /> C. We anticipate the repair/modification of 28 homes during this period. <br />14. Conflict of Interest <br /> A. No officer, employee or other public officer of the Cabarrus County Dept. of <br /> Aging, or entity contracting with the department, who exercises any functions or <br /> responsibilities with respect to the URP99 program shall have any interest, <br /> direct or indirect, in any contract or sub contract for work to be performed with <br /> program funding either for themselves or those with whom they have family or <br /> business ties, during their tenure or for one year thereafter. <br /> B. All activities under URP99, including rating and ranking applications, inviting <br /> bids, selecting contractors and resolving complaints, will be conducted in a fair, <br /> open and non-discriminatory manner, entirely without regard to race, creed, sex, <br /> color or national origin. <br /> <br />15. Sources of Referrals <br /> A. The Agency will place an ad in the local newspaper or Channel 25 and use <br /> referrals from WAP, MHR clients and referrals from other human service agencies <br /> <br /> <br />
